In the deepening of economic globalization, innovation is increasingly becoming themeasure of a region’s economic development level and core competitiveness of theimportant indicators. Triple Helix innovation theory describes the internal driving force ofthe innovation main interaction,its contribution to the running innovative mechanisms indifferent regions and making up for the shortcomings of the existing theories ofinnovation,also improving the whole society’s efficiency of the technology innovation.The full text includes six chapters.Chapter1: Introduction. This chapter introduces the Beijing Science and TechnologyInnovation System Efficiency theoretical and practical significance,research status ofscience and technology innovation system theory,and research status of triple helixinnovation theory,including its research ideas and frameworks.Chapter2: Triple Helix Innovation Theory. The triple helix theory innovation theoryof government intervention mode,the laissez-faire model and triple helix model in threestages. The triple helix innovation theory reveals the universities, businesses andgovernment to locate the three different functions of the innovation system. Threeoperating mechanism includes four screw theory: dynamic mechanism, interactionmechanisms,reflexive and restraint mechanisms.Chapter3: Building a triple helix of technological innovation system efficiencyevaluation system. Under the guidance of this principle,the evaluation index system isdivided into technological innovation and technological innovation index system andoutput index system. Based on the relevant data from the National Bureau of Statistics,different technological innovation system efficiency evaluation system of each city of thewhole country and the city of Beijing were constructed. Finally,using data envelopmentanalysis and evaluation methods,the introduction of CCR (constant returns to scale) modeland the BCC (variable returns to scale) model,obtains a comprehensive technicalefficiency of decision making units,pure technical efficiency and scale efficiency throughthe combined use of the two models.Chapter4: An Empirical Study of Beijing Science and Technology InnovationEfficiency. Comprehensive DEA method CCR model and BCC model,empirical researchin Beijing compared with other30provinces and technological innovation systemefficiency,innovation and efficiency in the country come to its leading position in theconclusion. At the same time,based on16districts and counties of Beijing input-output value,the author compares the innovation system efficiency,the pure technologicalefficiency and the scale efficiency.Chapter5: Enhance scientific and technological innovation system efficiencySuggestions. Constraining the development of Beijing’s technological innovationtechnology innovation environment is imperfect,this paper proposes to accelerate thetransformation of government functions,and enhance the dominant enterprise technologyinnovation,entrepreneurial university building and other countermeasures and suggestionsthat Beijing will soon realize the university-enterprise-government functionscomplement each other,so as soon as possible on the road to innovation-driven economicdevelopment.Chapter6:Here comes the conclusion of this paper,Beijing leads the nation by herscientific and technological innovation system efficiency and she can be the leader. But,the gap of system efficiency in each district exists so we need to improve all the counties’collaborative Innovation.
