Research On Rural Infrastructure Construction Supported By Financial Policy In Fujian Province

In recent years, to solve the "Three Agriculture" problem, our party and government came up with many targeted policies and instructions, of which promoting new socialist countryside construction is the major measure. Nowadays, many experts believe that new socialist countryside construction is the fundamental way out for solving the "Three Agriculture" problem, in which rural facilities construction should be the vital material base and guarantee condition for countryside economy development and new socialist countryside construction. Increasing investment in rural infrastructure construction leads to the growth of agricultural output value, agricultural productivity and peasants’ living standard. Therefore, it’s necessary to increasing investment in rural infrastructure construction and to perfect rural facilities, which is to lay a foundation of rural economic and social development and to serve "Three Agriculture" better.With lacking the support of state fiscal, and local finance and collective economy, there is the necessity and feasibility of increasing the policy-based fund investment. With the view of other counties’ experience in rural construction, especially in rural infrastructure construction, financial support plays a vital role, in which agricultural policy-based capital occupies an absolute proportion. Therefore, it’s it is significant in theory and in practice to study on how to promote the solving of "Three Agriculture" problem and the rural infrastructure construction.In this paper, the method of the method of cycle of practice-theory-practice is used, and the quality and quantity method is also used, in which the quality is mainly employed. Based on brief analysis of research purpose, research significance and the present research status at home and abroad, we point out that rural infrastructure construction should follow public product theory and externality theory together and this paper mainly expound the concept, the classification of rural infrastructure construction and its function in rural economy development, from the view of the analysis of the basic theory and function on rural infrastructure construction. Then, on the base of the practice of policy-based capital supporting in rural infrastructure construction in five counties including America, France and India, we summaries these countries’experience about policy-based capital supporting in rural infrastructure construction and the paper analyses Chinese policy-based fund’s supporting in rural infrastructure construction in five major fields with four operation modes. Standing on the current situation of Fujian Province and, the paper shows the existing problems and the demanding status in policy funding investment in Fujian rural infrastructure construction. Finally, four suggestions are as follows for perfecting policy-based fund’s supporting in rural infrastructure construction in Fujian Province:conducting classification support and regional policy instruction, building up the growth mechanism in policy-based fund supporting, defining the fields needing funds, and strengthening the capital management to improve the fund efficiency.
