Countermeasures Rearch On Rural Infrastructure Construction Supported By Henan Branch Of ADBC

Agricultural Development Bank of China, Henan Branch was founded in1995, as the only one financial institution of agricultural policy, it has been giving strong support for the rural infrastructure construction. Henan Brand of ADBC guarantees the funding sources and accelerates the progress of rural infrastructure construction in Henan province. As the cornerstone of economic development in rural areas, rural infrastructure construction plays a very important role in the rapid development of rural economy.After many years development, rural infrastructure can basically satisfy the production and living needs of rural residents in Henan province, but still have a big gap in the rural infrastructure, the demand of rural infrastructure is still very strong in rural area.Compared with other commercial banks, ADBC has big gaps on the concept of Credit, system and efficiency, as a policy bank, ADBC Henan branch has strict requirement on loan and changes frequently, lots of good rural infrastructure project were shelved, and even some project which were in the process of loaning were taken by other banks and make ADBC Henan brand in a very passive position.It has the problems of Mechanism rigid and low efficiency in the rural infrastructure which supported by ADBC Henan branch. This thesis provides corresponding suggestions based on these problems, it has significant meanings for ADBC Henan branch to provide better support to rural infrastructure.This thesis analysis the current situation of rural infrastructure and financial environment in Henan province, elaborates the necessity of ADBC Henan branch as the only financial institution of agricultural policy for the rural infrastructure construction in Henan province.With continuously increasing on construction of new countryside in Henan province, the effects of the support from ADBC Henan branch to Henan local government become more and more obvious, also the supports on the construction of new countryside is continuously strengthened.As a public product, rural infrastructure has special attribute, ADBC Henan branch give full play to the role of rural policy finance, make up the shortage of the failure of government and commercial capital which don’t want to enter in the rural infrastructure. Although ADBC Henan branch has shortcomings on the support to rural infrastructure, ADBC Henan branch are continuously improving the measures to support rural infrastructure construction, the effects that the ADBC Henan branch plays in supporting the construction of rural infrastructure will be more and more important.
