Problems, such as noise, environment, noise, safety and other issues, which was caused by "Qunzoo"(or named Co-Rental) has plagued the city management department for quite a few years. Although many regulations were promulgated, the problems haven’t been solved.Based on "Good-Governance" theory, this paper uses qualitative research methods to analyze the eight-years management of "Qunzoo" problems in Brilliant City (Shanghai, China). Researches based on the literature study, in-depth interviews, focus group interviews and participant observation as main research methods.This paper is divided into six parts:Introduction, Related literature review. Theoretical basis and research design,"Qunzoo" problems research and analysis, and "Qunzoo" problem solving in governance proposals.Through researches, the writer found that "Qunzoo" problems are mainly in the field of environment problem, fire safety problems, security management, etc. Four main causes lead to "Qunzoo" problems. First, a large demand of lower rent house from lower strata of society makes "Qunzoo" in a seller’s market. Second, a large number of vacant houses which was bought for investment reasons are rented as "Qunzoo" so as to make more money for the owner. Third, externality of sub-landlord’s subleting. And fourth, failure of government’s regulation of market.To solve these problems, the writer makes four suggestions:First,, to offer a large amount of lower-cost rental apartments by building two different structures of governance relationship which suitable for the arrangement of rented houses in big modern cities of China:"Dormitories for Companies" and "Co-rent department for White Collars and New Graduates". Second, to improve the efficiency of management by scientific and perfect system of clear division of duties to construct multi-department cooperation. Third, to improve the management regulations between government departments and between management and the public consensus, to establish the authority by legislation. And fourth, to encourage residents to autonomous organization participation and strengthen the management and guidance of autonomous organization of the inhabitants.
