In recent years,with the deepening of commercial housing hype and the government's increasing reliance on land leasing,the price of commercial housing has been rising.Many middle-income and low income "sandwich level" groups can't afford to buy houses,causing great social problems.However,it is difficult to meet the actual demand by the large volume of construction only relying on financial expenditure.At present,our government encourages the introduction of the PPP pattern to the public housing project,PPP model is applied to the public housing project not only can effectively increase the supply of public rental housing,to make up for the government financial pressure,but also can improve the efficiency in the use of funds,but if used improperly,may not reduce debt and improve efficiency.Therefore,it is particularly important to evaluate the public rental housing project by VfM.This paper systematically analyzes the basic connotation,operation process and payment mechanism of PPP model,and the basic connotation and the feasibility of introducing PPP model of public rental housing.It focuses on the two parts of the value evaluation: quantitative evaluation and qualitative analysis,and expounds the value evaluation process of the material.Firstly,this paper studies the method and procedure of VfM quantitative evaluation,then according to the characteristics of public housing projects,constructed the more detailed of VfM quantitative evaluation in public rental housing PPP project,analyzed components of Public Sector Comparator and the present value of the net cost of the government in the whole life cycle.And by comparing the comparative benchmark value of the public sector and the present value of the net costof the government in the life cycle,it is judged whether the PPP project of public rental housing has passed the quantitative evaluation.Secondly,according to the logic model of the project,through the study of the impact factors of VfM evaluation at home and abroad and the characteristics of the public rental housing projects in China,the VfM qualitative evaluation index system of the public rental housing PPP project is systematically constructed.Then,this paper adopted the method of combining set value statistics and fuzzy comprehensive evaluation,set up the VfM qualitative evaluation model of PPP project for public rental housing.On the basis of combing the corresponding evaluation index system,through the expert scoring interval,the set value statistics method is used to determine the index weight,and the reliability analysis is carried out.Then the fuzzy comprehensive evaluation method is used to evaluate the results,and the results are analyzed effectively.The final judgment is whether the public rental housing project should adopt the PPP model instead of the traditional model construction operation.Finally,the article is verified by the example of the public rental housing PPP project in X city.The quantitative evaluation and qualitative evaluation of the public rental housing PPP project are carried out by the model constructed in this paper,the result is that the project is evaluated through VfM,and PPP model can be used.The results obtained in this paper are in agreement with the reality,therefore,the feasibility and applicability of the VfM evaluation model built in this paper are verified.The evaluation model built in this paper provides the support for the government to make the early decision scientifically,and has a certain reference and reference value for promoting the smooth operation of the public rental housing PPP project.
