Since China’s reform and opening up, under the policy of "build roads with loan, return the loan by toll", the commercial freeway has achieved the rapid and orderly long-term development, and adapted to people’s travel demand. With the regional economic development, as the traffic continues to grow, some early constructed commercial freeways are not suited to the development need, and have gradually stepped into the stage of reconstruction and extension. Reconstruction and extension project of commercial freeway is a complicated systematic project, ascertaining the reasonable toll period is an important part of it. Now the existing researches on reasonable toll period of the reconstruction and extension project of commercial freeway lacked systematicness and practical operability. Therefore, based on the above background, this paper will research on related issues with reasonable toll period of reconstruction and extension project of commercial freeway as the research object.Firstly, this paper outlined the reasonable toll period of the reconstruction and extension project of commercial freeway, and then analyzed the characteristics of reconstruction and extension project. According to the freeway concession theory, this paper explained the essence of reasonable toll period of the reconstruction and extension project of commercial freeway. Then analyzed the influencing factors of reasonable toll period and grouped into three categories, discussed the calculation method of reasonable return, defined the composition of the income and cost based on the "fair and reasonable" principle.Secondly, aiming at cost calculation in reasonable toll period calculation of the reconstruction and extension project of commercial freeway, this paper researched the prediction methods of the per capita management cost and daily maintenance cost. Then build per capita management cost prediction model based on gray theory and daily maintenance cost prediction model based on the BP neural network optimized by genetic algorithm. Afterwards, verified the feasibility in practice and the accuracy in the algorithm of these models through computer programming.Finally, this paper studied the calculation method of reasonable toll period of the reconstruction and extension project of commercial freeway. According to the traffic project evaluation theory, chosed the applicable financial evaluation method for the reconstruction and extension project of commercial freeway to do financial analysis. According to the calculation formula of every factor, this paper proposed the calculation method of reasonable toll period of the reconstruction and extension project of commercial freeway, and then proposed the meaning and process of elastic adjustment mechanism for reasonable toll period. Based on the actual case, this paper used the method suggested to measure the actual project and analyzed the measurement results.The ultimate goal of the paper is to serve practice. Achievements of this research have been applied to actual reasonable toll period’s calculation. It provides an important reference for toll period approval by the transport sector. This paper has great practical significance for healthy and sustainable development of highway transportation by transformation of theory into practice.
