The scarcity, the characteristics of non-renewable and the imbalance of regional distribution throughout the world, all of these make oil resources became the focus of national competition. Iran-Iraq war, the Gulf war, the Iraq war and even the disputes in the South Sea of China are hidden oil disputes behind them, so oil and politics are connected with each other tightly and oil resources are marked by geopolitics. With the development of economic globalization, oil is gradually becoming the "blood" of global economic development, which is not only related to the normal development of each country’s economy, but also influences national relationship, even the changes of world situation. So oil is also deeply endowed with Geo-economical colors. Control of resources between countries is no longer competed by naked force, replaced by fair trade and energy cooperation. The basic situation of China’s energy resources is rich coal, poor oil and less gas. Along with the rapid development of industrialization and urbanization, the requirement of energy resources in China remains rapid growth and the contradictions of energy demand will become more and more prominent. From the perspective of geographic, China is adjacent to Russia, which provides transportation advantage for oil trade and cooperation between them. From the perspective of national relation, the continuous development of Sino-Russia political relation and the interaction between the leaders of two countries lay a solid political foundation for petroleum diplomacy. From the perspective of geoeconomics, complementary of resources and interactive interest constitute the practical foundation for Sino-Russia energy cooperation. But for Russia, oil resources not only can bring economic benefit, and the more important thing is that it can be regarded as a tool to strengthen the state power and diplomatic means to obtain political interests. So oil cooperation between Russia and China has been deeply affected by the political thinking; What’s more, the particularity of oil resource has made it became the focus of multinational game. In addition, China has a inferior position in the world energy field and doesn’t have the discourse power. Therefore correctly dealing with multinational oil cooperation game and improving Chinese energy degree in the world have became the problems which need us to resolve. Through the above analysis, there are not only internal reasons, but also external reasons affecting the Sino-Russia oil cooperation. So we need to solve those problems from various angles. First of all, our country should take oil as the link to strengthen regional economic cooperation, thus promote the bilateral economic cooperation interaction. Secondly, given geographical space, we should expand geographical space of oil cooperation between China and Russia, so reducing resistance, turning them into driving power and enhancing multinational oil cooperation are becoming good way for the long-term development of oil cooperation between China and Russia.Under the background of geoeconomics, the paper attempts to explore different modes of development and cooperation in Sino-Russia oil through related theories. Geoeconomics includes a wide range of theories, but relevant theories involved in this article mainly contain national interest theory, regional and sub-regional international economic integration theory. Different countries have different national interests. From the perspective of international relation, the national interest is a kind of value to achieve a national foreign policy objectives. During the process of Sino-Russia oil cooperation, the interest is different but complementary and under a certain condition cooperation can be developed on the basis of complementary interests. However, sometimes resistance between national economic cooperation is also incurred by the change of national interest, so considering our own interest, at the meantime, we should give full consideration to the overall interest, which is the demand of the development of all countries in the world. For the integration of theory, The paper focuses on three aspects. Firstly, oil cooperation between Northeast of China and Far-east of Russia. It is mainly based on the concept of local prompt overall and takes advantages on strengths in the borders to realize deep energy cooperation and achieve the goal of mutual development of two countries. Secondly, oil cooperation on the basis of the Northeast Asia energy cooperation. This is based on the painful lessons of oil pipeline between China and Russia, as well as energy cooperation between Russia and European Union. The purpose is to increase China’s energy status, reduce regional energy contest in order to strive for the benefit maximization in China,s petroleum diplomacy. Thirdly, oil cooperation in the framework of Shanghai Cooperation Organization. The advantages in the framework in addition to the geographical location, resource condition, also depend on the organization itself, which both contains energy producer and energy consumer. So it not only can improve regional energy status, but also strengthen oil relations between China and Russia. Therefore, the innovation of the paper lies in the use of three spatial levels and two modes(bilateral and multilateral) to study oil cooperation between China and Russia, so we can have a full range of oil cooperation with Russia. It not only can meet the short-term oil trade and cooperation between China and Russia, but also enhance the long-term development of Sino-Russia oil cooperation.
