| The economy has been rapidly grown in eastern coast since reformation and opening in China. However, the economy comparatively lags in old industrial bases such as in Northeast, etc. due to affection of systematic and structural contradiction. There are many troubles and issues for further development. Simultaneously, Russia Far East as military confinement in the period of former Soviet Union closed to the foreign for a long time, they are under-populated, and economy development is backward. The economy continuously fell down in Far East for many years after Russia was independent. Entering into new century, economy in Far East began to increase along with economy recovery of the whole country. But economy development in Far East is lower than the average one in the whole Russia. Moreover, the basic facilities in Far East are backward, prices are expensive, people's living level is lower than the ones in western, population turnover is serious.Sino-Russia governments pay high attention to and dedicate to the issues to change unbalanced development within the internal areas. Chinese government began to duly carry forward revitalization strategy for old industrial bases in Northeast in 2003 in order to make an overall planning on development of whole country. Furthermore the State Council officially gave a written approval for in 2007. At the same time Russian government also announced in 2007 in order to ensure territorial integrity of the country and promote the economy development in Far East, and also approved< Development Strategy on Social Economy to 2025 for Far East and Baikal> in 2010.Economy globalization and regional economy integration are two collateral trends for world economy development at present. It has become an important approach for economy development in various countries to strengthen regional cooperation under the background of economy globalization. Far East and Northeast is linked by mountains and rivers, not only geographical positions are adjacent, but also there is a certain complementarity in economy. There are advantaged conditions to develop region cooperation. In order to promote economy cooperation development in adjacent regions between China and Russia, two countries leaders officially approved in Sept.2009. So as to create more spaces for economy development between two countries by mutual combination of China Northeast revitalization strategy and Russia Far East development strategy.There are seven chapters in body part of this article, main contents are as following:Introducing the basic theory of regional economy integration in chapter one. Not only can provide theory support on thought and strategy for developing cooperation between two countries, but also can play guiding and predictable roles for actual works by knowing about the theory of regional economy integration.Wiener, American economist firstly raised theory of customs unions in in 1950. His main opinion was that customs union could generate two different effects of trade creation and trade diversion. Whether customs union can obtain benefit or not would depend on the offset result of two effects. And effect of customs union can be divided into static effect and dynamic effect. In general, competitions in all countries would be intensified, would be beneficial to technology improvement and would promote all countries'economy development after customs union was established, because free flow of commodities have been realized. However, customs union would make negative effect, and would make different affections to all countries due to different national conditions.Robson, Britain scholar proposed theory of free-trade area in 1970s. Robson argued that free-trade area was same as customs union. Free-trade area also generated effect of trade creation and effect of trade diversion. But comparing with customs union, the negative affection to member country by free-trade area was lower than the ones by customs union. Because free-trade area could avoid to suffer unnecessary trade diversion loss by unique customs, i.e. member country could get external and internal economy benefits at the same time under the conditions of free-trade area.Representatives figures of common market theory are Meade and Wooton. The main contents was to analyse economy effect obtained by member country after eliminating barrier from free flow of production factors. It argued that to establish common market could make net income in this theory. On the one hand, enhancing allocation of resources effect, because reset of production factors were realized in more extent. On the other hand, enhancing the growth and development of production within the area, because the areas had expanded, then could lead to trade volume and output expansions of enterprise. It argued that could realize division of labor based on specialization, promote technological progress and management development in this theory, so could substantially increase labor productivity.Kiyoshi, Japanese scholar raised different opinion on the current situation that most scholars analysed division principle on international regional economy integration by comparative advantage principles. He argued that comparative advantage might cause industry accumulate to a certain country. But if it lasted continuously and exceeded a certain extent, might cause increasing costs and decreasing returns of scale economy. So he raised agreement international division theory. It argued that both countries only produced one kind of different product respectively after performing agreement division, then could cause market scale expand and cost decrease. Each country could get benefits of scale economy.Analysing the actual base for developing regional cooperation between Northeast and Far East in chapter two. Economy can not be developed without natural resources and economy resources. Simultaneously, it also needs an necessary economy conditions to develop regional cooperation. The resources is very rich in Far East, and main industrial sectors are energy, timber industry and fishing industry. Because it's far away from western areas, Far East must open to the foreign, and must develop economy cooperation with Asian countries, especially with China if it wants to develop economy.It's a typical resources-supported economy in Northeast China before reformation, carrying out highly centralized production system under planned system. Original industrial road appears the situation hard to carry on in Northeast along with transition to market economy. The substance to revitalize old industry bases in Northeast is to make significant adjustment to original developing direction, economy structure, etc. according to the changes in natural conditions and social economy development. Northeast is required to put more effort on open, fully uses internal and external funds, technology and management experiences upon the motivation from reformation, it's an necessary condition to realize Northeast revitalization. The geographical positions between Far East and Northeast are adjacent. There is a tradition of economic and trade contact with long time between them, furthermore there is a certain complementarity in economics. The complementarity in economy is the most important motivation to develop sub-regional economy cooperation. Realizing appropriate allocation of resources within regions and then improve levels of the productive forces in both parties by complementary advantages.Mainly introducing strategical planning for developing regional cooperation between Far East and Northeast in chapter three. Since entering into new century, Russia pays more attention to the development in Far East, and improve the economy development in Far East to the strategical height of national security. The strategical objective of development in Far East is to consolidate local population size and safeguard territorial integrity through developing economy. It's not enough to realize this objective only by the power of Russia. It's necessary to need cooperation from Northeast Asia, even Asian countries. Similarly, the revitalization objective of Northeast China positions in "Four Bases and One Region", i.e. in the future will construct Northeast region as a base of equipment manufacture with international competitive strength, a base of national new materials and energy security, a production base of commodity grain and farming and animal husbandry, a base of national important technology research and development and innovation, important national safeguard region of ecology safety.In order to link regional development plannings in both countries and to create more opportunities of development, two countries leaders officially approved in Sept.2009. There are three aspects for main contents in the program: first is to construct structure with large communication of regional cooperation and large circulation in order to break through "bottleneck" restraint of communication for developing regional cooperation in both countries; secondary is to promote development of exchanges and cooperations in fields of environmental protection, tourism and humanity in both countries. Mutually promoting understanding and trust to consolidate social basis between relationships of Sino-Russia by expanding humanity cooperation and non-governmental exchanges; third is pursuing execution of important projects of regional cooperation between China and Russia. Wholly developing regional cooperation in fields of energy, mineral products, lumber industry, agriculture and basic facilities, etc in both parties through motivation of executing large projects.Analysing pioneer fields and cooperation mode to develop cooperation in both countries in chapter four. At present the extent of economy cooperation between Far East and Northeast are very wide. The pioneer fields to develop regional cooperation between Far East and Northeast are mainly in energy, human resources, forest industry and timber processing industry, fishing resources cooperation and development, agriculture cooperation and development, basic facilities construction and tourism, etc. at present under considering natural endowment of factors and industrial structures in both countries.The effective mode to develop regional cooperation in Far East and Northeast should take frontier trade cooperation as support, take both parties'central cities as core, take development cooperation for both parties'preferential cooperation fields as penetration point. Combining points and lines, completely proceeding development under the motivation from large projects in the fields of energy and resources development, etc.. By decreasing barriers in commodities, personnel, labors, fund flows between both countries to promote transnational joint of industry in both countries and effectively develop regional specialization division, and then finally realize advantages complementarity in both parties and promote the objective of common development.Exploring approach to realize regional cooperation in both countries in chapter five. In order to realize regional integration between both regions, first is to wholly improve open levels to the foreign in both regions, and realize cross border flows in rich commodities, human resources, services and funds, etc., then mutually exchange needed products. So must decrease various barriers in mutual investments, trades, logistics and personnel transfer in both parties. Continuously expanding mutual trades, and at the same time encouraging to develop frontier processing industries upon geographical advantages. Taking full use of geographical advantages in short distance and convenient transportation to develop frontier processing industries with"developing trade to promote industry and developing industry to promote trade". On this basis, positively promote to establish transnational economy cooperation region upon practice needs. To promote frontier regional cooperation by transforming single mode under the frontier trade motivation to comprehensive mode under coordinating motivation such as trade, investment, processing manufacture and tourism, etc..Should fully play the role of central city in regional economy cooperation. Taking use of giant functions of concentration and diffusion to positively build cooperative platform and establish cooperative opportunities. Simultaneously should take motivation of large project to promote regional cooperation by the bridge effect of city commerce. For Far East and Northeast, must positively expand"introducing investment from abroad and establishing lateral ties at home" on the regional basis to develop regional cooperation. Positively introducing funds, technologies and management experiences form other countries and areas outside of regions. Combining powers in many ways to mutually promote development of regional economy cooperation between China and Russia.Analysing existed issues and restraint factors in the cooperation of Far East and Northeast in chapter six. Both parties'trade structure levels are lower at present. Still mainly taking commodities trade mode to make economy cooperation. Service trade and technology trade only cover a smaller proportion. Mutual investment scale is small and motivation is not obvious for regional economy. Moreover, transaction mode of both parties is not normal. At present main factors to restrain cooperation development are less population in Far East, weak basic facilities and social psychology. On one side Russia is aware that the development strategy of Far East can't be smoothly executed if don't develop cooperation with China and don't get support from the history opportunity of Northeast revitalization; on the other side Russia worries about strengthening the force of China in the territory of Far East if developing cooperation with China. This complex attitude affects the smooth development of both parties' cooperation.Proposing policy selection which Chinese government promotes development of regional cooperation between Northeast and Far East in chapter seven. Realization of development of regional cooperation between Northeast and Far East not only needs the motivation from markets, but also needs the motivation from both countries' governments. First, governments should intensify policy support, maintain the effective operation of markets by perfecting institutional arrangement in law, finance and tax, etc. Secondary, Two countries'governments should unitedly make preferential policy for promoting industry cooperation to attract external and internal enterprises, especially large enterprises to invest within the region.Key work to develop regional cooperation is to strengthen regional basic facilities construction. So governments should perfect basic facilities construction for economy and trade cooperation with Russia. On one side, should accelerate logistics major channel construction. On the other side, should accelerate various construction of cooperation regions with Russia in frontier areas. Then attracting external investments by perfect facilities, simultaneously strengthening public service of government, establishing service centre, providing communication platform and setting up coordinating organization. Making stronger and larger economy and trade subject with Russia is an important support to improve regional cooperation level with Russia. So government also should strengthen trainings for economy and trade personnel with Russia, encourage China and Russia to unitedly develop exchange and cooperation in personnel training, and attract strong overseas enterprise and investors to enter into economy and trade cooperation with Russia.In a word, region integration is the motivation of economy development. To develop regional cooperation between Far East and Northeast not only can promote development of local economy and improve living level of local population, but also strengthen good-neighborly relations in Sino-Russia border areas, and ensure bilateral relations can be steadily developed for a long term.
