Study On The Science And Technology Venture Fund Implementation Strategies And Improvement Of The Issue In Liaoning Province

Today’s society has entered the era that knowledge-based economy grows up comprehensively and modern technology develops rapidly. A country’s economic revitalization and development can no longer promote by relying on the development of labor-intensive industries, but on technological undertaking. SME Technology Innovation Fund was established in1999by the State Council which approved to be used as government special fund to support technological innovation and undertaking of SMEs. Through ways of funding, loan interest subsidy and capital investment, it can support and guide the technological innovation and undertaking of SMEs, promote the transformation of technological achievements, cultivate a number of technology-baesd SMEs with Chinese characteristics, and speed up the process of high-tech industries. Its implementation has played a positive role on the overall optimization of our industry and products, on expanding domestic demand, on creating new employment opportunities and on promoting the national economy development healthily, stably and rapidly. For the past decade, the implementation of National Innovation Fund has played a significant role in promoting the work of Liaoning’s technological undertaking. However, we also see the weak points snd problems that need to be solved in the work. It is based on this background that the thesis intends to carry out the study.This thesis is baesd on the current situation of technological undertaking, and the National Innovation Fund and Innovation Fund of Liaoning Province as the basic data sources, through ways of literature review and investigation in-depth and comparative analysis to explore the current problems of technological undertaking in Liaoning Province, examining the impact of which to Liaoning Province as well as China’s economic development, in order to provide a theoretical basis and practical recommendations to further improve the status of technological undertaking in Liaoning Province, technological innovation capacity and local economic development. First of all, through literature review and investigation in-depth, it can get a general idea of the status of domestic and international technological undertaking; Secondly, based on the analysis of National Innovation Fund and Innovation Fund of Liaoning Province to outline the general situation of technological undertaking in our province:then, raise problems according to a more detail investigation and analysis on the target database (National Innovation Fund and Innovation Fund of Liaoning Province). Finally, promote strategies to improve the status of technological undertaking according to the current situation of our province. The aim of this thesis is to get a general idea of current situation of technological undertaking in Liaoning Province, to reveal the existing problems and to explore a road which is able to adapt to current work of technological undertaking in Liaoning Province, also to rich the theoretical research of this field.
