The role of the port is very important in the national economy. It through variousmodes of transport associated with the economic hinterland, is entering a strategictransformation of the supply chain management. However, for the construction anddevelopment of modern port supply chain, the traditional way of logistics has greatlimitations. The Fourth Party Logistics who is a supply chain solutions provider, canaffect the port in the integration of resources, strategic planning, logistics and otheraspects to improve the operational efficiency of the port.Due to the special geographical location and port complex business processes, compared with the general manufacturing industry, the Fourth Party Logistics jointventure type more, including not only the traditional third-party logistics, as well asshipping companies, customs brokers, freight forwarding, shipping agency, which targetsmore conflict within the Union, cooperative enterprises are more prone to the risk ofdefault. The Fourth Party Logistics core enterprise in a dominant position in the strategicalliance should take measures to prevent defaults, improve the stability of the strategicalliance.Game theory is the study of decision making between stakeholders of a discipline, itis a rational and abstract forms of expression logic of things, providing advice andguidance on practical business decision problems. Compared with the traditional gametheory, evolutionary game theory bounded rationality premise of the game strategyemphasizing dynamic learning and improvement process, is better to reflect the way thegame constantly optimize their strategy selection situation.Based on the above issues, the main contents of this study include threeaspects:discussed how the port develop the Fourth Party Logistics;considered behaviorand decision-making mechanism of the core business venture under differentcircumstances;simulated by a computer program, further verify the correctness of theresult of the game. Through these studies, the following conclusions:First, the factors that affect the core business decisions is the proportion of"cooperation", the level of fines. For cooperative enterprises, the impact of "cooperative"behavior motivation factor is the ratio of "supervision" of the core business, the size ofthe core business incentive efforts, the level of net income cooperative enterprises. Second, if the the fourth party logistics core businesses to choose the right partners, and to develop scientific system, and promote information sharing, process optimization, then the cooperation has been improved corporate earnings, select the "cooperation"strategy, strategic alliances to steady state evolution, core business "no supervision."Third, if the joint venture has invested a lot of costs, but the benefits have notimproved, the venture may be "default", the core business on the one hand to increasethe "default" punishment, on the other hand to strengthen the "oversight" to find thereason for the high cost and reasonable system designed to deal with, strategic alliancesevolve towards a steady state, the core business tends to be "no oversight"Finally, based on the above findings, the core business of the Fourth PartyLogistics help enterprises to improve cooperation and increase net income both rewardand punishment recommendations, including the selection of a suitable partner, vigorously construction of information platform for the port, harbor transportation anddistribution route optimization, strengthening logistics training and advocacy, publiccooperation corporate credit, rational design efforts and other incentives in order toimprove the stability of the strategic alliance.
