The asset appraisal firm has experienced twenty five years in China, havingbecoming an indispensable part of Chinese socialist market economic system. However,in recent years Chinese evaluation in the industry have emerged some false assessmentsof habitual violation, such as the illegal operation, the evaluation conclusion seriouslydivided from the objective fact phenomenon in an endless stream, making theassessment of quality questioned by the public. The foreign studies have shown that theethical/unethical behavior may be influenced by the organizational ethical climate andorganizational policy. As a intermediary for the public, the asset appraisal firm play animportant position of vocational characteristics determining its moral behavior in thetheory and practice of valuation. Then our asset appraisal firm has what ethical climatethat dominates the habitual violation of appraiser to become a universal phenomenon.The purpose of this article lies in the mining and analysis the organizational ethicalclimate of asset appraisal firm, providing some methods and operational measures toregulate evaluators’ behavior for the firm’s actual managers and regulators at a certainextent. The standard evaluation personnel behavior provides a reference method and theoperational measures. Also the papal provides a new research idea for the futuretheoretical research and the practice of asset appraisal firm to the professional ethics.Based on the literature research method, through the domestic and internationalrelevant organizational ethical climate of the literature review, combined with ourassessment’s market system and the development background, the papal uses ethics,sociology, and other related disciplines theory to study on organizational ethical climateof asset appraisal firm. By means of interview, questionnaire,the paper is to discuss theorganizational ethical climate in the context of Chinese culture, constructing theorganizational ethical climate questionnaire. And this paper develops its ownorganizational ethical climate questionnaire for the asset appraisal firm. Therespondents are all assessors from Zhejiang, Jiangsu, Beijing, Shanghai and other places,covering the different management levels, different education and different workingages. The research methods mainly are in the form of field research and sendingquestionnaires. By using exploratory factor analysis and verification of statisticalmethods of factor analysis and single factor variance analysis, the empirical research analyses the recovery of353questionnaires to carry out the effective difference ethicsclimate of Chinese institutional ethics atmosphere and the data analysis over the scale.The results show that the dominant ethical climate types have four kinds of assetappraisal agencies, respectively the organizational norms and procedures, legal andprofessional standards, efficiency and profit of the company. In addition, the enterprisesover different scales have different ethics in the regulation of company what are lawsand regulations have significant ethical atmosphere. But there were no significantdifferences in two aspects of corporate that are profits and efficiency ethics ethicalatmosphere.Finally, based on the analysis and the summary of the research results, the paperpropose some advices to shape the organizational ethical climate and aggressiveoptimization countermeasure suggestions to improve the assessment division andorganizational ethical behavior. At last the paper prospects the limitations of this studyand future research.
