Along with the business scandals were exposed continuously in recent years, people think twice for business ethics, and the study of ethical leadership has become a hotspot of scholars research. Although the ethical leadership was presented late, it plays an irreplaceable role in the development and innovation of organization as an important part of leadership theory, and it has been the concern of researchers since it was put forward. However, the study of Chinese and foreign researchers mostly concentrated in the concept level, the foundation of theoretic and empirical research is still relatively weak, and the relevant empirical research about how to measure and predict effectively ethical leadership is ever lack.This research mainly focuses on how the organizational ethical climate affect ethical leadership. The research summarize the results of Chinese and foreign researchers, carding the related theories of ethical leadership, organizational ethical climate and moral identity, then puts forward the basic model of how organizational ethical climate affect ethical leadership: organizational ethical climate affects ethical leadership through moral identity, namely: "organizational ethical climate? moral identity? ethical leadership". Moral identity is an internal factor of organizational ethical climate to ethical leadership, in another word, moral identity is an internalization factors about organizational ethical climate influence on ethical leadership, It is said that ethical leadership is to realization by individual as for ethical behavior or system in moral self identity. The self identity guides individuals to transform ethical leadership of the "moral judgment" into its "moral behavior", that is, the formation of ethical leadership.After the survey of 482 management and employees of 13 enterprises and institution in Guangxi, Hebei, Beijing, Guangdong, Shandong, we analyzed the data by SPSS and AMOS, draws the following conclusion:(1) Organizational ethical climate has significant predictive effect for ethical leadership,(2) the moral identity has significant positive effect on the formation of ethical leadership,(3) the moral identity plays a partial mediator role between organizational ethical climate and ethical leadership.
