Research On Optimization Question Of Logistics Cost Quota System In Tobacco Commercial Enterprises

In recent years, as the logistics construction work develop in a deep-going way, the tobacco commercial enterprise has basically established the logistics system, completed logistics planning, strengthened logistics management comprehensively, improved logistics teams’ quality obviously. However, compared with foreign enterprises, there is a considerable gap in logistics distribution of domestic tobacco logistics. This gaps express mainly in the following two aspects, on is reflected in the management aspect, due to the lack of the optimization of internal resources allocation, there have resources waste or redundancy problems in the operation process of tobacco commercial enterprises; two is performed in the aspect of cost control, in view of lacking of unified standard of logistics cost control in the domestic tobacco business enterprises, lacking deep research on various factors, so this always lead to blindness and untargeted when making decisions.According to the above background and existing problems, many domestic and foreign scholars put forward lots of solutions, in order to control the logistics costs effectively to a certain extent, mainly research focused on the implement of quota management. While, this research are mostly limited in the forwarding of ideas and suggestions of quota management, not related to feasible scheme. Therefore, for the above two aspects, how to optimize the quota system of logistics costs in tobacco business enterprises through specific solutions to control the logistics costs, and provide for enterprises with the overall planning and design idea of logistics cost quota system, which has been practical problems of tobacco commercial enterprises need to solve. In view of the above two problems, this research is proceeded from two aspects, one is quota management, the other is logistics costs controlling, the main contents and innovation points of this research include:(1) From the angle of logistics cost quota management, in order to solve the resource waste or redundancy problems of the tobacco commercial enterprises, this paper research the factors and its increase rate influence on the quota management, and build the key influencing factors SD model of logistics cost quota management, what’s more, this research analyze correlation between influencing factors and quota management by changing the investment increase rate of each factor, which can provide targeted suggestions on optimizing the resources allocation of enterprises;(2) Form the angle of the logistics cost control, firstly, analyzing the key factors from the process of storage, sorting, distribution and logistics management. Secondly, establishing the mathematical model of logistics cost quota system by using the method of multiple quadratic regression model, making unified standard of logistics cost control. Lastly, calculating the sensitivity coefficient of each influence factor by using the method of combining the application of sensitivity analysis and statistical analysis, which can help to control factor with high sensitivity coefficient and achieve the goal of controlling the overall logistics costs effectively.(3) Take A tobacco commercial enterprise as example, combined with the practical situation of the enterprise, this part proceed analyzing from the logistics cost quota management and logistic cost control, verify the validity and feasibility of the above two schemes, which provide countermeasures and suggestions to further research on quota system optimization of tobacco commercial enterprise.On the one hand, the research results improve the ability of optimal allocation of resources of enterprises, which can help enterprises to solve the problem of resources waste or redundancy; on the other hand, the research results put forward theory and practice guidance of logistics cost control for enterprises, which contribute to control the logistics cost effectively, in a word, it has great theoretical value and important practical significance to the logistics cost quota system optimization of modern tobacco commercial enterprises.
