Real estate industry, as an important pillar of our economic development,requires great running capitals. The good normative operation of the New-house Loanis the key for commercial banks to gain profits and control risks. The development ofthe New-house Loan and degrees of risk-control would influence the developmentand earning target of Postal Savings Bank of China, Chaoyang Branch, therefore, ithas been an important step for this bank to find out and control, even to solveproblems while developing its credit business.This article starts with the cooperative loan project between Chaoyang PostalSavings Bank and He-Tai Real Estate Co. Ltd., and the real-estate project of He-Taiand its current situation and development prospect has been worked out according tothe basic situation and financial analysis. From the recognition of risks in loanprojects, we have drawn a conclusion that the present risks for the loan project aresystematic risks and unsystematic risks. The former ones are policy risks and cyclicalrisks, while the latter ones are financial risks,“fake mortgage”, cheating risks, and therisks in the bank inner management and operations.Reasons for the risks in the loan project of He-Tai Group lie in three aspects:macro policies, micro banking operations, and He-Tai Group. To be specific, theoverall development of this loan project was directly influenced by the macro-controlto real estate industry in our country and cyclical swings in real estate market. It caneven lead to the operational risk due to the imperfect review and internal control ofthe banking loan project. In addition, the risks also include the factors that thefinancial executives of He-Tai Group are not fully aware of the risks, and the Grouprecklessly expands the scale of exploitation without abundant capitals.To effectively avoid the risks, Chaoyang Postal Savings Bank adapts an over-all prevention and control system to monitor the loan project before the loan, during theloan, and after the loan. The bank pays much attention to the credit investigationbefore the loan given, and it should be further standardized, such as accessinvestigation, access approval, cooperative relationships, and the acceptance andcredit investigation. The approval process should be further optimized during the loan,and the issued review opinions should be reliable. The risk-control after the loanshould be further strengthened, thus they can improve the efficiency of loan recovery.Meanwhile, this bank has perfected the relevant internal systems, strengthened theconstruction of related systems, updated the related technologies accordingly,organized the over-all training, and set up the assessment mechanisms. With thesesafeguard measure, the risk-control of the loan project can be smoothly achieved.
