Our country has witnessed magnificent achievements and rapid developmentsrecently. Yet traditional high-cost, high-consumption, high-pollution mode ofproduction brings severe environmental and ecological problems, which influencespeople’s daily life significantly. Therefore how to balance economic growth andenvironment conservation has become a key project.A game model based on uncertain strategy is proposed for the first time, basedon previous studies about game model based on certain strategy, and the property andthe behavior of the model is expoited by analytic and numeric method. Thenrelationships between firm and firm, firm and state are studied in the uncertain model,and behaviors of firm and state are analyzed and demonstrated by numeric simulation.A coupling system of “economy—environment” with enterprise, government, society,environment is established. Indices are introduced and simulated to show the system’smotion. Results indicate that uncertain system is stable, while the certain one is not;under certain circumstances, reducing emission becomes a predominant strategy in agame, which helps internalize the externality of pollution; a closed economy is not sogood as an open one in the same production pattern and economic policy, whosephenomena includes declining jobs and welfare. All the above says that firm adaptsand survives better;“abatement after pollution”,“project as a whole” is not so goodas “abatement while pollution”,“delegate as a part”; macro-control works better in anopen economy than that in a closed one.
