Differences Of Effects In Local Financial Support For The Development Of Cultural Industries

The culture industry is a new kind of green industry,the development of China’s culturalindustry is a new way of transformation of economic development, enhance the "softpower".The prosperity and development of the cultural industry to enrich the spiritual andcultural life of the people, and improve people’s spiritual and cultural literacy is of greatimportance.This paper uses data envelopment analysis method,analysis of15deputy provincial citiesin China between2008and2012, the cultural industry in input and output data.By measuringthe local culture fiscal expenditure’s comprehensive technical efficiency, pure technicalefficiency and scale efficiency,found cultural industry fiscal expenditure efficiency ups anddowns,and regions has unbalanced development, spending efficiency has a certain gap.In order to further study of the influence factors of fiscal expenditure efficiencydifferences,the article selects the population density, residents’ level of education as ademographic factors, Engel’s coefficient, the GDP per capita as an economic factor,culturalpolicy as the institutional factors，put the three factors as the efficiency of fiscal expenditure，by empirical analysis, found that: population density has a weak negative influence ofgovernment expenditure efficiency of cultural industry;the degree of education with culture offiscal expenditure efficiency have positive correlation,the higher the education level thehigher the cultural expenditure efficiency;per capita GDP and the government cultureexpenditure efficiency have a significantly positive correlation;engel’s coefficient and thegovernment culture expenditure efficiency have negative correlation.According to the actual situation of the local government, this paper puts forward severalpolicy Suggestions to enhance the efficiency of the government expenditure of culture:adjustthe size of government spending culture in different areas,put the limited culture money intoincreasing return of scale;improve the level of the government’s budget management, rationalplanning, cultural resources,by improving the pure technical efficiency eventually improvethe comprehensive technical efficiency;establishing culture expenditure of local governmentperformance appraisal system, improving the evaluation mechanism of local government officials,improve the efficiency of the supply of cultural products and services.Ultimately,improve the overall efficiency of culture fiscal expenditure,promote the prosperity of ourcountry’s culture industry.
