Since the reform and opening up, with the sustained and rapid economic growth, energy consumption increased quickly, the backward energy efficiency increased energy consumption further more, this resulting the energy and environmental problems become increasingly severe, and restricting the rapid economic development. Improving the energy efficiency is an effective way to deal with the pressure of increasing energy consumption that we faced. When we study on the problem of energy efficiency, we have to clarify following problems, China's current situation of energy efficiency? Interregional differences in energy efficiency? Which factors affect the energy efficiency? This paper, we study on these issues.First of all, I have sorted out the relevant literature of the energy efficiency and its influencing factors, summarize the current research status, and analyze the basic theory of energy efficiency. From those, I have defined energy efficiency index, select multiple considering all elements of a variety of input factors of energy efficiency as Energy Efficiency Index, also qualitatively analyze the influences of the technological progress, industrial structure and energy prices and other factors on energy efficiency.On this basis, with the panel data of 29 provinces, municipalities and autonomous regions between 1995-2007, of capital, labor and energy consumption for the input variables, the real GDP for the output variable, we use the method of data envelopment analysis to calculate the total factors energy efficiency, The results show that the interregional energy efficiency of China's have significant gap. In order to further explore the potential of energy efficiency, this article also studied the influential factors of energy efficiency. From the perspective of technological progress and structural change, we use total factor energy efficiency as explanatory variables to test factors, The results showed that: the proportion of tertiary industry are related with energy efficiency, increase the proportion of tertiary industry can improve energy efficiency, scientific progress and technical efficiency can also greatly improve energy efficiency. Finally, on the basis of empirical research, we propose recommendations to enhance energy efficiency effectively.
