Research On Investigation And Assessment Of Resource-Conserving And Environment-friendly Industry In Midwest Of China

Since the implementation of the reform and opening up policy, the economy hasdeveloped rapidly in China. However, the phenomenon that resources being pulledempty and environment being destructed is getting more serious, especially in theMidwestern regions as the economy there is relatively backward. In order to solve theconflict among the resources, the environment and the economic development, theoriginal high energy consumption, heavy pollution and low efficiency of growthmodel has to be transformed, and then a new industrial structure and developmentpath, which is resource-conserving and environment friendly, is being established inthe process of industrial modernization. The only approach to steadily lessening thepressure on resources and environment is to set up a series of scientific and feasibleindustrial transformation strategic measures on the basis of local conditions, whichwill achieve a win-win aim of sustainable development strategy for both economicgrowth and environment improvement. Therefore, a study on investigation andassessment of resource-conserving and environment-friendly industry appears to beparticularly urgent and important under the construction of two-oriented society in theMidwestern regions.The structure arrangement of the paper is accordance with logic sequence includingdiscussing theoretical fundamentals, reviewing experience both at home and abroad,investigating current situation, designing strategic framework, analyzing practicalframework. And the paper researches on two-oriented industry in Midwest of Chinasystematically via a variety of techniques such as normative and positive analysis, andquantitative and qualitative analysis. Not only does it elaborate the necessity oftwo-oriented industry from basic theory and realistic meaning, but also draws someessential lessons and insights for the development of two-oriented industry by thestudy of successful experience from the developed countries such as the United States,Japanese and the European Union. Furthermore, an investigation on enterprises’two-oriented behavior is carried out as to reveal and discover regional practicalmatters in the Midwest of China. On the other hand, a synthetic assessment indexsystem from four factors of resource conservation, environment goodwill, economicgrowth and technological advancement, and then it evaluates and analyzes empiricallylevels of two-oriented industry in17Midwestern provinces and cities from2004to 2011by the method of PCA with statistical analysis software SPSS. Therefore, astrategic thinking of promoting two-oriented industry in the Midwestern regions isdesigned to clear the guiding principle, the strategic objective and the key assignment,leading to political suggestions from the macro layer of government, intermediatelayer of lines and micro layer of enterprises having been proposed.
