| The development of practice in domestic and abroad showed that the agricultural industrialization is the necessary means to achieve modern agriculture. In recent years, the role of development of export-oriented agricultural industrialization promotes agriculture development more and more obviously. Making new index system and comprehensive evaluation method of export-oriented industrialization in agriculture are important in theoretical and practical significance to effectively understand of the status of the industrialization of agriculture, guide and promote the industrialization of agriculture healthy and stable development.The paper systematically analyzes the export-oriented industrialization of agriculture on the content, features, models and basis theory. As the guide of export-oriented industrialization of agriculture theory, it discusses and constructs the evaluation index system of the export-oriented industrialization agriculture .It selects 26 indicators from seven parts (basic conditions, outward-looking, Integration, scale, market-oriented, intensive, effectiveness).It further analyzes the Shandong Provincial export-oriented industrial agricultural status and selects five typical industrial zones (Qixia apples, vegetables in Shouguang, Laiyang Chi pear, Zhangqiu green onions, Jiaozhou green pepper) for the examples of the empirical analysis. The analysis showed that:Firstly, the export-oriented industrial level of five city in Shandong province, Qixia: 0.55, Shouguang: 0.57, Laiyang: -0.77, Zhangqiu:-0.42, Jiaozhou:0.07. Five areas of export-oriented industrialization of agriculture to the level of sort: Shouguang> Qixia> Jiaozhou> Zhangqiu> Laiyang. Secondly, Qixia apples, Shouguang vegetables are in the export-oriented agricultural industrialization stage of development, Laiyang Chi pear, Zhangqiu green onions are still in the export-oriented industrialization of agriculture in the initial stage, Jiaozhou green pepper is in the formation stage. Last, synthesizing the actual situation, export-oriented agricultural industrialization of Shandong province is still in its initial stage or a stage, some areas are still in the export-oriented industrialization of agriculture in infancy.This study further analyzes the factors on export-oriented industrialization of agriculture development. The favorable factors: the increasing intensity of their concerns, the green light on the policy; continuously improve the market economy and development, opened a broad development prospects improving infrastructure, conducive to industrial management of agriculture all aspects of the connection with a certain scale agricultural enterprises gradually increase the industrialization of carriers to accelerate the pace of development is conducive to the industrialization of agriculture development. The adverse factors: the intensity of industrial management of agriculture not enough, the level is not high; industrial management interests of the organization unreasonable distribution mechanism, the interests of farmers to effectively protect the rare; intensification of agriculture The low level; low level of integration of agriculture, rural social service system is not perfect; farmers of the overall quality is not high; lack of funding, level of development can not be quickly increased base of small scale, leading industry focus is not prominent; international economic environment of instability.On the basis of evaluation and analysis, the major measures which might promote the development of export-oriented industrialization agriculture in Shandong better and faster were proposed, and they are as follows: First, accelerating the transformation of government functions, and striving to create a better development environment to the industrialization management of export-oriented agriculture; Second, strengthening the construction of rural specialized cooperative economic organizations, and laying a sound foundation for the industrialization of export-oriented agriculture development in Shandong; Third, increasing financial support and providing the industrial economic conditions of export-oriented agriculture in Shandong; Fourth, firmly establishing a sense of the market, and implementing brand development strategy; Fifth, accelerating the establishment of relevant food standards and fully implementing agriculture Standardized production; Sixth, innovating organization forms of the industrialization of export-oriented agriculture... |
