The Assessment Research Of Two-oriented Industrial Development Environment In Midwest Of China

Since the implementation of the reform and opening up policy,the economy developed rapidly in our country. However the phenomenon that resources being pulled empty and the environment being destructed is getting more serious, especially in the Midwestern regions as the economy there relatively backward. Then It is imperative to solve the conflict between the resources, environment and the economic development, and establish the two-oriented society which is environment-friendly and resource-saving. As we know, industry is the foundation of economic development, most of the time it determines the extent of the conflict in a region, meanwhile the industrial development environment determines the future of the industry. Therefore, the study of industrial development environment of the two-oriented industry in the Midwestern regions appears to be particularly important.In this paper ,we discuss several problems deeply from the perspective of the two-oriented industry development environment by using various quantitative analysis method on the basis of the previous research such as the fuzzy comprehensive evaluation, the analytic hierarchy process (AHP), the factor analysis and the principal component analysis. Details are as follows :1) The article analyses the necessity of the assessment of the two-oriented industry development environment in the Midwestern regions by using the method of factor analysis and principal component analysis. The results point out that there are lots of differences between different regions in industry development environment as a result of imperfect development, which leads to a slow development of two-oriented industry that contains the features of high-tech as same as unconspicuous progress in two-oriented industry driving by the science and technology and inconsistent two-oriented development between different regions.2) On the basis of deep analysis about the two-oriented industrial connotation and characteristics, The article establishes the evaluation index system of the two-oriented industry development environment by the principle of systematic, gradation, scientific and practical.3) Then The article analyses the index weight of the two-oriented industry development environment evaluation index system by the method of analytical hierarchy process (AHP). It shows that comparing with the mandatory index such as economic environment, industrial base and infrastructure, the development of the two-oriented industry is more dependent on the soft index such as government support, human resources, business environment, especially the human resources.4) Based on the evaluation model of the two-oriented industrial development environment, The article starts an empirical applied research on Xian high-tech zone which is the representative of Midwestern regions by the method of fuzzy comprehensive evaluation. It shows that the comprehensive evaluation score of the two-oriented industry development environment of Xian high-tech zone is 6.15 points, which is generally satisfied. Among the index, the research object is more satisfied with the government policy support, the government efficiency, the office facilities, and less satisfied with the commercial thinking, financing services and the external talent introduction .5) Based on the fuzzy comprehensive evaluation, The article introduces the Two-dimensional analysis based with the weight and satisfaction unprecedented which is better for resources disposition implemented by government, and this method also been improved in the Xian high-tech zone empirical application study.
