Procurement Bidding Management is a category of the outsourcing service in BPO (business process outsourcing) industry, it is derivative from financial outsourcing services, and develops rapidly in recent years. Owing to the streamline of procurement, the outsourcers become more flexible, and can realize the integration of external resources based on the information technology. The outsourcers can focus on the development of core competence by procurement process outsourcing; Meanwhile, Bidding helps the outsourcers to get benchmarking of the market, and with the competition of bidding activities, the suppliers have to reduce their price to gain the contract, to save cost for the outsourcers.Procurement BPO developed rapidly recent years resulting to the fierce competition in domestic BPO industry. However, the traditional operation management model can’t effectively manage client’s procurement projects, which means current management model is not applicable to procurement requirements. The gap affects B Company’s customer satisfaction.The work scope of BPO bidding management team includes project identification, strategy development, tender management, evaluation and negotiation, vendor management, etc. It requires the procurement staff have rich of procurement experiences so that they can manage the tender project from end to end. However most of procurement staff of B Company have limited project management experiences, and lack of communication skills with customers and suppliers, which affected procurement project implementation by not achieving the goals of cost control and time-efficient. So the author realized the project management skill is much important for a procurement staff.Based on the analysis of the current situation of BPO industry, analyzed the procurement outsourcing services management actuality of B Company, the author points out the related problems, and puts forward to the programs as to the improvement of bidding management services of B Company. The solutions include applying project management model, how to detail breakdown procurement tasks, how to improve the bidding management service quality, how to enhance communication management, and how to prevent and reduce procurement risks, etc. The solutions were implemented in a real bidding management team and received positive results.
