Performance is a key factor in the presence of any organization, the core of human resource management is to manage the employee’s performance, performance evaluation to promote oil project performance play an important role, for the oil industry, how to identify the ability of professional and technical personnel, stimulate their potential, is a major problem in petroleum project management at present. Performance evaluation can improve the performance of the oil industry technical personnel, enhance the staffs sense of belonging and confidence in the enterprise, and then improve the work efficiency.The research object of this paper is to extend the oil KH project department technical personnel performance appraisal. First embarks from the human resources performance appraisal theory, the scholars at home and abroad about performance appraisal theory and related concepts defined. Secondly, this paper analyzed the characteristics of extended oil KH projects department technical personnel, the technical staff performance appraisal on the basis of diagnosis, found that KH project technical personnel performance appraisal existence some questions such as:dimension of the single assessment index, the appraisal main body is not comprehensive, disconnect with the project development strategy, performance standards are not clear, quantitative evaluation of poor quality evaluation standard is not specific, too general, the application of performance appraisal results is not comprehensive. And puts forward the cause of the problem targeted, and then optimize the KH projects department performance evaluation system design. Design content includes:the purpose of performance optimization, the principle, design, performance evaluation index weight calculation of performance appraisal and examination cycle and the choice of evaluation main body, and the application of assessment results, etc. Finally the evaluation on the inspection plan, put forward the lead to promote sound technical personnel performance evaluation platform, around the actual project, optimize the process, improving the quality of examination, optimizing the performance appraisal process, risk control performance, choose the appropriate evaluation object, and implement the responsibilities for assessment, establishing performance constraint mechanism safeguard measures in order to improve organizational performance, arouse the enthusiasm of staff. Hope this research can be similar to oil industry enterprise project technical staff performance appraisal.
