The 21st century is the era of competition for talent, enterprises have been gradually converted to human resource competition for strategic resources, talent to become the core of competition, it has become the company’s most important resource. Therefore, the current major companies gradually to the development of human resources as the most important task. Especially after the country joined the World Trade Organization, the country began to open foreign markets, competition among enterprises becomes more intense, the face of this situation, the desire of business professionals has been intensified.Science and technology to lead the future, this is not an empty phrase, not a slogan, but should be all business as the development goals. With the advent of China’s economic recovery and the knowledge economy era, the role of high-tech in the national economy growing, especially the staff has become a major high-tech companies more competitive major human resources.Especially in terms of corporate governance and restructuring, high-tech plays an important role, which can potentially increase the company’s core competitiveness, improve the competitiveness of enterprises. Therefore, major companies with particular emphasis on the company’s technical staff performance appraisal. And in what way can we do a fair assessment of the company’s technology staff is the core of enterprise management and difficulty.
