But, with the increasing pace of International-Tourism-Island construction and development, Haikou tourism development has entered a relatively sluggish phase, and a"north-cold,south-hot " phenomenon appeared. Partly it was because of the rapid development of tourism in Sanya and its surrounding counties. But primarily, the following factors was to be blamed that Haikou’s tourism itself hesitated to move forward, had no accurate positioning, its investment was obviously insufficient, and no breakthrough emerged. Besides, the inter-regional competition was increasingly fierce in national tourism and product market. Haikou tourism development is now faced with enormous challenges. Withsuch urgent and real background, careful study of Haikou tourism development is particularly is in dire need.In this paper, through the Haikou city tour features realistic study, research the gap between reality and Xiamen, Haikou, Sanya and other cities exist, pointed out the crux of Haikou City where tourism development:The crux is that inaccurate city-positioning, lacking of attractiveness, dull tourism product, economies of scale,unstandardized tourism market, tourism image blurring,behindhand tourism product manufacturing and lacking of leading products. Aiming at those problems, we recommend that Haikou unite surrounding cities and counties, integrate tourism resources, build QiongbeiTourism Circle, dig deep cultural connotation, develop new cultural urban card, build leading scenic spots, operate tourism marketing,publicize Healthy-Haikou anddevelop ecological organic agriculture tourism. Let Haikou play its due role in the construction and development International-Tourism-Island and drive omnibearing development of the city.
