Anhui Province is among one of the most important domestic tea production bases with a long history of tea cultivation. The tea output is of high quality. Among the top ten teas in China,"Huangshan Maofeng Tea","Lu’an Melon Seed Tea","Qimen Black Tea " are all originated from Anhui. However, in recent years, the tea industry of Anhui Province have encountered developmental delay and a lot of problems have been exposed, such as low yield, insufficient policy support, lack of capital investment, low quality of business entities and the limitation of marketing channels, etc. With the continuous accumulation of these problems, plus the rapid rise of tea industries in Fujian, Yunnan, Zhejiang and other provinces since the21th century, the tea industry in Anhui is in a perilous position. This article is targeted to achieve a systematic evaluation on the competitiveness of the tea industry in Anhui based on this reality and through looking into the integration and analysis of data.The contents are divided into eight chapters as following:The first chapter is an outline of the research background, research objectives, meaning and methods; in the second and third chapters, the impact factors of Anhui tea industry development will be divided into three levels according to the summarization of the development reality, which will provide a solid theoretical foundation for the construction of the evaluation system; based on the factors affecting the competitiveness of the tea industry, the fourth chapter builds a competitiveness evaluation system which conforms to the characteristics of Anhui tea industry by adopting the fundamental method of AHP; the fifth chapter obtains the results by putting into the data and then analyzes the results of various factors and draw conclusions based on the previously constructed evaluation system; in chapter six, adopting actual data, a comparative analysis of the tea industry competitiveness between Anhui and Fujian Province is carried out; in chapter seven, some countermeasure and suggestion are put forward according to the results obtained in chapter five and six, hoping to provide some references for Anhui tea industry competitiveness rising and chapter eight is the conclusions section which is designed to summarize the whole research and put forward some vision.Key points of the paper lie at chapter4, chapter5, and chapter6.Based on analytic hierarchy process, chapter4divides factors that impact the competitiveness of tea industry in Anhui Province into three parts, including basic factor, key factor and supporting factor. Besides, the evaluation system has also been established in this chapter. According to the data of Anhui and Fujian two provinces, the other two chapters draw the following conclusions. From the vertical level contrast, the competitiveness of the tea industry in Anhui Province as a whole showed a slight upward trend in2011,2012and2013. To be specific, the basic factor and key factor are going upward, while supporting factor is going down, which demonstrates that Anhui government’s efforts to support tea industry should be strengthened. From the horizontal level contrast, tea industry competitiveness in Fujian Province is significantly better than that of Anhui Province in2013, especially in the basic factor and the key factor, which indicates that there exists a great space for Anhui province to improve its tea industry in enhancing infrastructure construction, increasing capital investment, creating industrial development environment, innovating tea Financial Services system, and strengthening the scientific and technological investments.
