In the recent years, the number of new energy power generation projects has increased steadily. New energy power design enterprises carrying out parallel multi-design projects becomes normal. In the multi-project environment, human resource competition is getting strong, hence, a lot of project human resource management issues occur. Therefore, to improve the efficiency of resource usage and realize enterprise’s entire strategy goal, the new energy power design enterprises should study and solve how to reasonably coordinate resource allocation.Based on the analysis of new energy power generation project design management problems, carry out the research about multi-project management theory and domestic and foreign related literature. Absorb the useful theory of solving problems, establish the system of human resource allocation for new energy power generation consultation and design multi-project managementThe main research contents of this thesis are as follows:1) To research and conclude domestic and foreign literatures about resource allocation and optimization, and achieve valuable reference.2) Deeply investigate, research and conclude the management problems of new energy power generation design projects and the multi-project human resource management issues.3) By using the method of multi-project resource allocation and multi-project collaborative allocation theory, establish the new energy power generation design multi-project resource allocation model.4) According to the present multi-project management situation of Beijing JH electrical power design company, choose multi-project actual project cases, verify the effectiveness of the new energy power generation design multi-project resource allocation model. The management mechanism、theory and methods、work system of the model are researched and verified in this thesis.In this thesis, based on the existing research results, use literature research、 quantitative analysis and qualitative analysis methods, to solve practical problems in the actual project management, especially resolve the urgent problems about multi-project resource allocation and optimization, therefore make the enterprise resource rationally allocated and balanced to use, and also make each project develop healthily and orderly. It has strongly practical significance and application value to improve the design of new energy power generation enterprise competitiveness and economic benefits.
