| Development zone is not only the test field of reform and opening up, but also theleading wild goose for our nation’s economic boom. In recent thirty years, in the aspectsof attracting transnational corporations and introducing foreign capital, developmentzones have made quite big contribution to Chinese economic growth, and it also can besaid that they have directly boosted the progress of Chinese industrial modernization.However, under the background of new normal state of Chinese economic development,the historical missions of development zones have quietly transformed. And the originalextensive developing path no longer works, what’s more, the majority of developmentzones have been in dilemma in which they are generally facing high public debt, excessproduction capacity, empty city and ghost town, etc. In addition, there is homogeneousdevelopment everywhere in development zones, and all these development zonesadvocate industrial upgrading and city transition, but they begin to be confused whenthey leave the old path of cheap land and labor on which they depended as driving forcefor development, and they don’t know how to find an outlet for transformation andupgrading, neither do they know how to get rid of original developing path to reachhigher level of development cycle before they face chronic diseases such as industrialdeclining and urban disease. Therefore, it is very necessary to review and summarizethe development courses in development zones systematically.By applying related theories in disciplines such as Economics, Public Management,Public-Policy Analysis and so on, as well as adopting methods of empirical analysis andcase analysis, This article systematically reviews the development courses of ournation’s development zones, and comprehensively summarizes the policy changingcourse to make deep discussion about factors that restrict transformation and upgradingof our nation’s development zones. This article takes A Development Zone A as an example to estimate and analyze the policy courses of transformation and upgrading fordevelopment zones, based on which, this article makes some countermeasuresuggestions in policy support for transformation and upgrading of development zones inour country.This article attaches much importance to analysis of restrictive factors oftransformation and upgrading of development zones in our country. With the clue ofpublic policy course, this paper discusses and illustrates the factors that restrict thedevelopment as well as transformation and upgrading of development zones in linkssuch as policies making, policies implementing and policies assessing, etc. Besides, bytaking disarray of real estate development as a main example, this paper illustrates howthe various links of public policies independently or reciprocally influence theimplementing effect of policies. And based on this, the paper is able to make somecountermeasures and suggestions in preferably making and implementing publicpolicies. |
