Research On Improvement Scheme Of Jilin Province Industrial Products Permit

China’s industrial production permit system after nearly three decades of development,has formed a relatively complete legal system by scientific laws, rules, regulations,regulatory documents and technical specifications composition. As an important measure topromote quality management, production permit system to improve the quality of ourproducts industry, protect the legitimate rights and interests of consumers and producers, andregulate market order have made a more significant effect. However, in the actualimplementation process production permit system, due to the different parts of the actualsituation, there are some subjective or objective reasons, there are still a variety of defectsand shortcomings, resulting in the production license management business can’t besuccessfully the development and implementation.In this study, from the perspective of a grassroots staff quality supervision system,combined with work experience in the production license management office of JilinProvince, in the learning of China’s industrial production permit system for the basic theory,administration and management basic theory and related research and production licensemanagement system, based on the status quo of Jilin Province Industrial production licensemanagement business, the problems and the reasons for the summary and analysis, targetedindustrial products made in Jilin Province production license management businessimprovement program and further improve the proposal, in order to better perform theirfunctions production license management, the implementation of the national industrialpolicy, checks from the source of the product quality and safety.This paper analyzed the current situation, existing problems and reasons of JilinProvince industrial products production license management mainly from the two aspects oforganization and management of business, defects in organization setting leads to unclearresponsibilities, poor communication, multiple regulatory issues such as license, cycle islong, the application condition is not clear, the issuing and problems the disconnectionbetween the card after regulation existed in the management of business. In view of theabove problems, the paper from the organizational design and business process improvement,the paper put forward the improvement scheme of Jilin Province industrial products production license management business in two aspects, which include organization designorganization design and staffing of two design, business process improvement, includinglicense issuing process, the credit supervision procedure and supervision and spot check aftertreatment three a process. Then, proposed further consummates the Jilin Province industrialproducts production license management recommendations, such as strengthening theservice consciousness, strengthen government enterprise interaction and implement theindustrial policy, promoting the informationization construction, so that the productionlicense management can meet the needs of social public service function development, givefull play to the role of administrative licensing sector and macroeconomic control.
