The Measurement And Evaluation Of The Operational Efficiency Of The Basic Endowment Insurance For The Employees Of The Urban Enterprise In China

As the development of economy and the improvement of people's living standards,people's life expectancy is prolonging,while the fertility rate is declining,which has made more and more countries face the problem of “aging population”.As a populous country,China's aging problem is becoming more and more serious.As early as1999,it has entered an aging society in advance,which makes China's pension insurance system bear tremendous pressure.As an important part of China's endowment insurance system,the basic endowment insurance system for urban enterprise employees is an insurance system to protect the basic needs of retirees of enterprises.Its operation status is related to national stability and social harmony.On the basis of relevant literature,this paper clarifies the basic connotation of the basic endowment insurance system for urban enterprise employees in China,sorts out its development process and finds corresponding problems.Through consulting the literature and relates document,the factors affecting the operation of the basic endowment insurance system for urban employees in China are divided into four aspects : government,enterprise,individual and society.By using DEMATEL to analyze the influencing factors,we can see that the income level,business operation status and financial payment ability are the important factors affecting the operation of China's endowment insurance system.Therefore,the government must proceed from these three aspects to improve the operation of the basic endowment insurance for urban enterprise employees.In addition,based on the analysis of the important influencing factors,the paper reconstructs the index system to evaluate the operation status of the basic endowment insurance system for urban enterprise employees in China.By combing the research results of scholars at home and abroad,it is found that few studies have combined the collection of premium funds and the operation of the system in the basic endowment insurance system for employees of urban enterprise in China.Therefore,the author takes this as the research theme and use DEA,re-selects the corresponding evaluation indicators,morder to compare the operational efficiency of the basic endowment insurance system for urban enterprise employees in all provinces,municipalities and autonomous regions in China.The results show thatalthough the operating efficiency of the basic endowment insurance system for urban enterprise employees in China has not yet reached the effective DEA,but the operational efficiency is constantly improving,and the operating status is improving year by year.To a certain extent,this affirmed the efforts of China's basic endowment insurance for urban enterprise employees in recent years.However,during the operating,there still exist insufficient resources input,low efficiency of resource utilization,uneven development between regions,and local economic development.The problem of uncoordinated levels and low application rate of new technologies issues,these require the govern-ment to focus on broadening the investment channels of pension funds,balancing regional differences,and improving resource utilization efficiency to reach a continued and effective development in the future.
