One-tenth of the world’s agricultural output comes from the United States witha population less than one twentieth of the world. As one of the largest agriculturalproduction countries in the world, the United States has a huge grain reserves,carryover stocks of grain accounts for the first place in the world. Meanwhile, as theworld’s largest agricultural products exporter, the annual output value of agriculturalexports accounting for more than half of the world’s total export value. Abundantnatural resources such as arable land for the development of large-scale agriculturalinfrastructure to improve the basic conditions, but also can’t survive withoutagricultural support policies with social development and environmental changecontinuously adjusted by the government. This article is based on the theoreticalsupport of agricultural support policies to expound the evolution of the USagricultural support policy. In addition, this article analyzes the Americanagricultural supportive policies. The main points of the American agriculturalsupportive policies are mainly expounded from agricultural prices andincomes supportive policy, agricultural financial supportive policy, land fallowsubsidy policy, general service supportive policy and agricultural trade supportivepolicy. Furthermore, this article analyzes the effects of American agriculturalsupportive policies. Using the OECD effect evaluation in agricultural supportivepolicies, the empirical analysis is made respectively from four aspects, namely thesupport of producers, support of consumers, support of general service and theaggregate level of support. It is concluded that the American agricultural supportivepolicy contributes a lot to promote the development of agriculture, safeguardfarmers’ interests, promote agricultural innovation, maintain the nutrition andenvironmental level and balance industrial structure etc. Also, this articledemonstrates the experience and problems of American agricultural supportivepolicies. The key to agricultural supportive policies success is that in execution of agricultural supportive policies, the United States can dynamically adjust theagricultural supportive policies, possess complete legal system of agriculturalsupport and build a scientific and effective guidelines system. At the same time,there are also some problems that are worth pondering on such as lack of fairness ofsubsidy policy, greater chance of trade friction of agricultural products, relativelyheavy burden on government finance. Finally, this article put forwards theimplications for China. There exist some difficulties in our countries’ agriculturalsupport policies. Such as imperfect legal system, low support level and efficiency,unreasonable expenditure structure. Our country can learn from the Americanexperience. Building a reasonable agricultural support policy and legal systemconstruction, strengthening scientific and systematic of agricultural support policiesand focusing on areas such as agricultural risk protection are well measures taken toimprove our country’ agricultural support policy.
