Manufacturing is the advantage of industry in China. it is the main body of thereal economy and the pillar of the national economy in our country. it is also animportant part of China’s economic structure adjustment and industrialtransformation and upgrading. On March5,2015, Premier Li Keqiang at the threesession of the twelve National People’s Congress proposed to "implement ’made inChina by2025’, adhere to innovation driven, intelligent transformation, strengthenthe foundation, green development, accelerate the shift from a big manufacturingcountry to a powerful manufacturing country." This is the opportunity and challengeof China’s manufacturing industry. At present our country manufacturing industrybig but not strong, the main reason is the lack of original innovation and coretechnology. Therefore, our country to realize the transformation from a bigmanufacturing country to a powerful one, should be "persist in innovation driven,intelligent transformation". Non-standard equipment is a kind of general equipment,its design and manufacturing is based on their own purposes. It plays an importantrole in China’s manufacturing enterprises from manual operation to intelligenttransformation and upgrading process. Non-standard equipment R&D personnel arethe source of Non-standard equipment manufacturing enterprise’s competitiveadvantage, and are the key to realize the technology innovation.At present, Chinese scholars carried out an in-depth research on the R&Dpersonnel performance appraisal, and have obtained certain achievement. But inthese studies rarely in-depth study for this particular group of non-standardequipment R&D personnel,So it is necessary to conduct in-depth studies onnon-standard equipment R&D personnel performance appraisal.Firstly, this paper analyzes the non-standard equipment R&D personnel andtheir work characteristics, research and development organization. Then putforward the performance of non-standard equipment R&D personnel from theperspective of value creation, their performance should include task performance,behavior performance and deferred performance. Then take WBS theory,organizational citizenship behavior theory and knowledge management theory asguidance, to establish the non-standard equipment R&D personnel taskperformance appraisal indicators, behavior performance appraisal index, deferred performance appraisal index. Finally, combining with the actual situation ofcompany A design the index weight and gives the implementation steps of thenon-standard equipment R&D personnel performance appraisal.
