Equipment manufacturing industry is the most important industry which is concerned with the building up of national defense, national economy and the people's livelihood. The development level of equipment manufacturing industry is the sign of national comprehensive competitives to a great degree. The international competition today is very intense, so it's high time to improve the development level and increase the potential development of the equipment manufacturing industry. But the most important competitives is the innovative technology, innovative approach, innovative ideas today. If the equipment manufacturing industry want to get the superiority in the market competition, innovative technology and innovative approach is very necessary, and all the elements that about innovation are from innovative personnel. Thus it can be seen that competitive advantage through people is a obvious superiority for the enterprise. Talents recruitment and talents training is the important part of business administration. In addition, innovativeness personel is not same with ordinary staff, there are some particular characters. The director have to realize the specificality of the innovativeness personel and arouse their innovative consciousness. It's the only way to improve the level of innovative personel management.In this paper, I researched the present development situation and maintenance problem of equipment manufacturing enterprise first, then I summarized the importance of technological innovation and innovative personel training. In order to structure the model of innovative personer management, I divide all the management element to three gradationes—innovation personnel management strategy, talent management mechanism and talent management system. In order to offer practical model to all the elements that about innovative personel management, specific process and information utility in the proper order. In addition, I perform an quantitate analysis to the ability of innovation talent management. Last, in order to develop the level of innovative personel management I pointed out the shortcomings in the area of Innovation talent management, and then gave out countermeasure to contrapose the shortcomings.
