With the rapid development and increasing the social structure of China’seconomic transformation, The aging of the population and family structureminiaturization trend more obvious. Social dependency ratio declines in the pensionproblems of urban and rural residents face practical difficulties. How to improve thesocial security system, especially the old-age security, and ultimately achieve a senseof security is essential for our future work. In2011,Dongchangfu District, LiaochengCity, Shandong Province in2011(city, area) Shandong province established38localpioneer social endowment insurance for urban residents (city, area)，DongchangfuDistrict of Liaocheng city (city, area) is one of them. Study on the changes ofendowment insurance of the prefecture level city and the future trend of development,not only can reflect the actual situation of the local, but also can indirectly reflect theShandong province and the whole country.This article focuses on liaocheng old-age security system, in recent years thedevelopment of social endowment insurance and commercial endowment insuranceare studied respectively. From the sustainable development point of view under thebackground of aging population, pointed out that the social endowment insurance of urbanand rural residents pension insurance and pension insurance business should complementeach other. And analyzes the difficulties and disadvantages of two kinds of endowmentinsurance development mode, and gives specific recommendations for operational.In accordance with the above ideas, this paper is divided into five parts toelaborate ideas.The first part, from the status of the population aging of liaocheng city, analyzesthe urgency of the work of the city’s current endowment faced and practicaldifficulties, and thus leads to the full text research purpose and meaning. According tothe foreign and domestic pension insurance system development course and thepresent situation carries on the analysis appraisal. Through the author’sresearch,Liaocheng city and social security work to go in the forefront of ShandongProvince，it was rated as "advanced unit of national urban and rural social pension insurance" in2008. The pension insurance business is the main life insurancecompanies for market operation.Currently the city has20commercial pensioninsurance service life-insurance company.Liaocheng city has a large population, thephenomenon of population aging is becoming increasingly prominent, the economicdevelopment is relatively backward, the disposable income of residents and for thepension expenditure is low, the construction and perfection of old-age security systemis particularly important.The second part, according to the national conditions and the actual situation ofthe local, focus on the study of social endowment insurance and pension insurance businessof these two kinds of system model. Including the related concepts and basic theory,compares their characteristics, similarities and differences and mutual influence.The third part, analysis of the course reform of endowment insurance system inour country, According to the different economic environment, the government shouldadopt what kind of pension insurance policy. Points out the achievements andproblems in the reform of old-age insurance has made.The fourth part, explain the aging of population in Liaocheng city of theendowment insurance system. Analysis of the actual operation situation of ShandongProvince, Liaocheng city endowment insurance system.Including the development ofurban and rural residents, pension reform, the implementation of the city, as well asthe commercial pension insurance market operation and development.The fifth part, combined with the previous experience and problems, suggestions.That Liaocheng city endowment insurance should be emphasized and what specificmeasures, should promote the commercial endowment insurance, make it become apowerful complement to the social endowment insurance.This paper not only points out the process and development trend of populationaging in Liaocheng, but also points out how to alleviate pension pressures brought bythe aging of the population, that is we should vigorously develop the pension insurancesystem.And, This paper conducted a field study on how the development of endowmentinsurance in Liaocheng City, made a constructive and feasible suggestions.
