Population aging as a social phenomenon to a certain stage of development after the population inevitable, has begun to appear in succession on a global scale. Its basic testing standards is that a country the population over 60 years the proportion of the total population and more than 10%, or 65 years of age and the proportion of the population over the total population of more than 7%. China reached this standard in 1999. Since then, population aging at an alarming rate continues to deepen. there are mainly the following two aspects for reasons of population aging in China:the one hand, since the 1980s, China began to implement the basic national policy of one couple, one child, the trend toward smaller family structure in rural areas is increasingly evident. According to the fifth census in 1982,China’s average household per household is 4.41 people, which is reduced to 3.38 in 2003.The family planning policy makes a declining birth rate; On the other hand, China’s economic strength and the improvement of medical treatment level, prompting residents average life expectancy and the proportion of the elderly population in the total population continue to increase. The trend of population aging is becoming more and more obvious and the problem of population aging will soon become an unprecedented new challenge to China.In the challenges of population aging, the biggest one is the rural elderly pension problem. In 1986, China began to explore the implementation of rural endowment insurance, which had experienced the pilot phase, stagnation stage, the new rural endowment insurance on the stage and the implementation stage. The rural endowment insurance system protected the rural old people’s life to a great extent, relieved them of any menace from the "rear", so as to maintain social stability. However, the arrival of an aging population and the increasing number of elderly people in rural areas, coupled with the development of economy, a large number of young labor force into the city to work, the foundation of family pension has been the impact of the elderly living difficulties. In this context, the Chinese rural pension insurance has been a great challenge. smaller families, an aging population makes the declining labor force, which means that the decline in the ability of the reduction of family income and family security. pension issues have become a serious social problems. Existing rural endowment insurance system have certain results, slowing the aging of the harm to a certain extent, but the problems in the implementation process, such as pension insurance fund empty account, the coverage of narrow, should be kept uninsured, can not be ignored. they are constantly threatening the effectiveness of the system of rural endowment insurance. Therefore, we should design the system, speed up the construction and improve the rural pension insurance system, to really play the role to protect the aging of the rural residents, making this system a country good policy.This paper summarize the existing research to seize the key issues and try to give advice to the development and improvement of the rural endowment insurance system, mainly from the content, the aging of the population status and the reasons, the future trend of development, the rural endowment insurance, the existing problems and causes, the relationship between population aging and the rural endowment insurance system, several aspects of Measures to improve the rural endowment insurance system and so on.
