The Research On "Make An Appointment To Collection" Of Tianjin Orient Container Terminals

In the context of rapid development of modern container terminal in the international shipping, the port service function turns into diversified direction. High efficiency and high benefit of loading and unloading, smooth collecting and distributing system, and diversified value-added logistics services become the key point of expansion of port logistics service. Unobstructed collecting and distributing system has great significance to improve the port throughput and pier loading and unloading speed, to speed up the transport turnover, ensure goods delivery on time, and shorten the time of commodity circulation.Based on the practical situation of container’s collecting and dispatching system of Tianjin port, consideration of terminal hardware facilities, management pattern and external transportation environmental, this paper analysis the factors which influence the operation efficiency of container terminal and explore the solutions by using the collection pattern of Tianjin Orient Container Terminal. After a deep analysis of the investigation research, the new collection pattern of making an appointment to collection is put forward. This paper definite the meaning of "making an appointment to collection" and propose the implementation plan which has carried out in TOCT. Then we organize manual operation mode and verify its feasibility. We collected a large amount of data, and analysis the factors such as collection efficiency, the dynamic collection time, the rate of overtime and the rate of lower efficiency to contrast the difference between normal collection and making an appointment to collection. It contributes to improve the design of system process and related post process and its responsibility. This paper evaluates the value of the appointment system and sets the matters needing attention and emergency measures during the system running to make it better and improve the efficiency of collection. The container terminals realize the efficient management of modernization and intelligence."Making an appointment to collection" bring huge economic benefits, environmental benefits and social benefits for terminal and yard. The new collection mode is getting more and more attention and recognition from the government and port authorities.
