With the trend of economic globalization,port as an important part of the international trade chain has been highlighted more and more important position. While rapid growth in port throughput, the trend of large ships is also increasingly clear,vessel traffic in channel are increasingly busy, to make the ship appear to varying degrees, the phenomenon of waiting channel, resulting in paths conflict. Serious waiting will often extend the non-operation waiting time, which will affect the port capacity of full play, lead to channel capacity and port capacity can't match, berth,handling efficiency, scale of channel, navigation conditions has become the major factors of limiting channel capacity. Channel efficiency is closely related to channel capacity,for a particular port, changing handling efficiency is a practical way to change the channel utilization ratio, but how changes in handling efficiency affect the channel utilization ratio, and how to be more conducive to the development of the port, has not yet a mature method, mainly because that port navigation of the operating system has many random factors and many complex dynamic relationships.The research establish port operating system simulation model to simulate the system based on different rules. By analyzing the natural conditions, channel conditions and service level, we can get the best port size that the channel is fit for, compare the impact of channel capacity based on different entry and exit rules, finally give the rules'contribution to channel capacity.The study focus on different travel time, different port sacle, different types of coastal container port channel,to study the handling efficiency's impact on channel service level evaluation such as channel utilization ratio, and to explore the scale of the expansion port and channel time. Conclusions show that the channel utilization increases exponentially with the handling efficiency, when the number of berths is certain, the higher the handling efficiency, the faster growth of channel utilization ration, the sooner channel becomes a limit of the port capacity.
