With the development of society and economy, especially after a new round of forest systemreform, the forest land circulation has become increasingly active, the increasing demands offorest resources assets valuation, because our country forest resources assets valuation did notestablish a sound market order. Selected the evaluation methods, evaluation process andprofessional assessment team construction has many shortcomings, so the actual forest resourceasset value evaluation has a certainly randomness. In theory, value of forest resources assetsinclude forest trees, forest land value and forest environmental value from three aspects, but inreality is mainly aimed at trees and forest land value evaluation. This article Based on Long Youfrom2009to2012,36of the assessment data to evaluate87plots, from trees, land quality,assessment methods and procedures, On the analysis of the influence of the forest resources valueevaluation may influence factors, on the basis of econometric methods quantitative empiricalanalysis of the influence of various factors affecting the direction and extent.Main conclusions are as follows:One, Evaluation of forest resources assets valuation methods have important effects on forestresource assessment value. Specifically, in other conditions under the same conditions, the annuity,market-based forest value method and capitalization income present value method is adopted thethree evaluation methods, than the replacement cost method is used to evaluate the forestresources value per unit area of high of111%,77.95%and111%respectively. in the futuredevelopment of forest resources assets valuation, the need for strict unified evaluation process, inorder to avoid because of the estimators of man-made factors affect the evaluation result.Second, Forest land the influence of the quality of forest resources assets value assessment issignificant. In the case of other conditions unchanged, the forest land in every1m high above sealevel, the unit area of forest land value will fall by0.22%;Land condition of medium and highwoodland asset value per unit area than poor value respectively1.09times and1.09times higher.Forest conditions, the impact on the forest resources assets valuation is not obvious, especiallyunder the difference of tree species of forest resources assets value assessment results is not a bigdifference. Third, In other conditions under the same conditions, the longer the transfer for forestresources evaluation value is lower. This may be due to the current, especially in a new round ofland adjustment after the forestry tenure reform too frequently, the local forest is not veryconfident on the stability of forest right, after the forest right trade some farmers willing to transferperiod with relatively low price for sale again.The same conditions, the same year of assessmentlater assessed value higher and higher, this is due to China’s current inflation there is an upwardtrend in market environment makes the evaluation value, easy to cause forest languish, theseeffects are unfavorable to the formation and development of forest land transfer market.Based on the above conclusions, this paper puts forward the following Suggestions:One, to the choice of evaluation methods and evaluation procedures, reduce artificial factorsin the process of evaluation.Second, add the environmental into value of the forest resources assets value assessment,perfect the laws and regulations of forest environmental resource assets value assessment,establish a complete set of environmental accounting standards and system.Third, the national related departments in addition to increase the mandatory role of laws andregulations should also strengthen the forest resources assets value assessment and policypropaganda.
