Farmers’ Cooperatives have improved farmer’s market position and increased the income of farmers,arising from the prevailing economic environment with more than100years of history. Under thebackground of trade liberalization and government deregulation, western governments phased outsupport for cooperatives gradually and paid more attention to their self-development capacity building.In recent years, Xinjiang Famers’l cooperatives have achieved rapid development and a number ofoutstanding unities play a positive role, but there also exits many problems such as low service levels,weak demonstration. It is significantly affected by overall policy guidance in the area and the lack ofself-development. Thus, it is necessary to construct the analytical framework of farmer cooperatives andself-development capability theory to study how to foster and enhance the ability of self-development offarmer cooperatives in order to provide decision-making reference for the local government.Based on the literature, the paper discusses the analytical framework for farmer cooperatives andself-development capability, and selects the typical areas to carry out field research. The county ofManas is the second super capita income of farmers and herdsmen in Xinjiang county, where theFarmer cooperatives have a long history and develop rapidly currently in a panorama of types and largedifference of development degree. This paper takes the methods of interviews and questionnairesdistributed with field research methods, descriptive and comparative analysis to evaluate the county’sself-development of cooperatives. What’s more,there are some case analysis to interpret the fostering ofself-development capabilities, growth and procession for the county representative cooperatives in orderto provide empirical support for the Manas farmer cooperatives self-development capacity building.On the whole, the county of Manas farmer cooperatives now run for approximately55%of thetotal number of registered, indicating that its self-development is not strong. There is a big difference interms of the number of currently running, different regions, industry and time continuing operations. Inaddition to plain forest, the various parts of the township have a certain number of cooperatives collapseor closure; The cooperative self-development of aquaculture and agriculture is stronger than farming.The number of cooperatives established before was less than the late. Based on the strong developmentcapacity and local traditional cooperatives, farmers initiated the establishment of the independent withmore strength. From the case studies, the marketing capability, technology, ability to finance, chairmanof the decision-making ability and organizational capacity-building for self-development ability affectedthe types of cooperatives differently and the factor of chairman decision-making ability has a greaterimpact. For cultivation of agricultural services and other categories of cooperatives, the marketingcapabilities affect most. For cotton planting, the most important factor is utilize technology andorganizational capacity building and for farming, financing capacity and technology applications most.In order to promote self-development of farmer cooperatives, it is suggested to mobilize andrespect famers’ willingness to cooperate based on the advantages of local resources and traditionalpractices with market-oriented, brand as a link, clarifying property rights as a stone to optimizeproduction and operation mechanism. Meanwhile, through technical improvements continuousoptimization services cooperatives, retaining and attracting talented members is a good way to enhanceself-development of cooperatives.
