With economic development, especially the acceleration of urbanization of our country, the scarcity ofland resources is increasingly deepening the degree of restriction of agricultural development, Internationalagricultural scale management impact to the agricultural development of our country is more and moreobvious. Under this special background, systematic study of farmland transfer and scale operation thatimpact on the performance of agricultural development, To explore the influence factors of peasanthousehold scale operation. About how to deal with the relationship between farmland transfer andsustainable development of agriculture, scattered farmers management and scale operation, small farmersoperation and modern agriculture. Set up a policy system of government land transfer and scale operation,which have important theoretical value and practical significance.Manas County for example, which in Xinjiang. We investigated5villages and towns, such asLeTuYi, BaoJiaDian, LanZhouWan, BeiWuCha, LiangZhouHu etc. Take farmland transfer as a researchsubject, with farmers scale operation as the carrier, using land property rights theory, theory of diminishingmarginal returns, scale management theory, transaction cost theory and related theory, analyzed theconditions of farmers scale operation from the macro and The mechanism of formation of the peasanthousehold scale operation; Concrete analysis of the status quo and existing problems of farmland transfer inthis five villages and towns, comparison and analysis farmers operation scale before and after farmlandtransfer of manas county and found out some characteristics of the farmland transfer and scale operation inManas as follows:(1) non-food phenomenon is obvious in the farmland transfer;(2) The role ofcooperatives and other intermediary organizations in farmland circulation play is not obvious;(3) There’ssome irregularities in the farmland transfer;(4)The farmer who have insufficient understanding of scaleoperation, high degree of dependence on land;(5) One-way transfer of the rural human resources, lack offarmland scale operators;(6) Infrastructure construction difficulties and underfunded.In this paper, we used SPSS Multiple regression model and made an empirical research of farmers’agricultural land transfer’s influence on its scale of operations in Xinjiang Manas. The results show that: Inthe farmers land productivity Level, the degree of land fragmentation, the total area of family arable landand the total family income all in1%of the level through the model significant inspection. The proportionof drip irrigation area accounted for total area and behavior of roll-out land are respectively in5%levelthrough the model of the significant inspection. In the Farmers labor productivity level, the degree of landfragmentation, the total family income,behavior of transferred land and the number of agriculture laborforce in1%of the level through the model significant inspection. The level of perception of agriculturalbusiness risk in5%of the level through the model significant inspection. The number of non-agriculturallabor force and years of head of the household education in10%of the level through the model significantinspection.In addition, this article also summarizes the current situation of domestic land scale management andclassic mode. The typical analysis on three kinds of scale operation mode in Manas, get enlightenment;According to the actual problems in the research, combining the empirical research results of farmlandtransfer and scale of operations, we provide these methods to Promote local farmers scale management:(1)To further strengthen the propaganda guidance, improve the scale operation;(2) To speed up thetransformation of government functions and play a role of market resources allocation;(3) To cultivate andstandardize intermediary, developing new farmer cooperative organization;(4) Strengthen the professionaltraining of farmers, cultivating new operators;(5) Expand agriculture investment channels, improvingagricultural infrastructure;(6) To speed up the integration of urban and rural construction, perfecting therural social security system.
