Study On The Willingness And Influence Factors Of Farmers’ Participation In The Joint Stock Cooperative System Of Forest Land

Since the reform and opening up, in order to promote the "three rural" development, land joint-stock cooperative system, forestry stock cooperative system has successively risen. But the forestry stock cooperative system has not began to appear until 2012. In 2012, Pujiang County, Zhejiang Province, was the first one in the province to carry out the reform of forest ownership. Because the reform time was relatively short, there is no academic research on the reform in home and abroad. In the process of forestry stock cooperative system reform, the farmers’ willingness to participate in the reform process had significant value to promote the reform of the forestry stock cooperative system.In order to to provide a more comprehensive view of the forestry stock cooperative system reform, development, promotion and popularization, this paper took Pujiang County, Zhejiang Province as the investigation site, descriptive analysis was carried out through interviews of the County Forestry Bureau, the village cooperatives, companies. Empirical analysis was done to know the shares of the farmers, understand the willingness of farmers to participate in forest land shares. The research on the willingness and the influencing factors of the farmers’ participation in the stock cooperative system in Pujiang County could enrich the theory of the forestry stock cooperative system. Finally, the main research conclusion were as follows:(1)Descriptive statistics shown that the farmers’ non-agricultural employment phenomenon in Pujiang county are common, and the main source of income of the farmers was non farm income. The average number of farmers land was more than 3, the average quality of woodland was relatively low, and woodland areas were significantly different.On the whole, there was a high degree of understanding of forest land stock cooperative system, and there was a trend of improvement. The farmers had high willingness to participate in the forestry stock cooperative system and the management way, the dividend amount, the amount of dividends and the development and utilization of forest land are satisfactory. However, there were still some problems in the areas of the farmers’ accounts, the amount of the share of the forest land, the amount of the dividend, and the problems of the management of forest land development and management.(2)The empirical analysis results shown that Marital status of respondents, the total family income, quality of forest land, distance between forest land from the nearest road, the famers’ degree of understanding of land joint-stock cooperative system and the village collective attitude had significant impact on farmers’ willingness to participate in the system.The marital status and quality of forest land had negative significant influence, and the household annual income, the distance between the forest land and the nearest road, the understanding of the stock cooperative system and thevillage collective attitude had significant positive impact on farmers’ willingness to participate in the system, while other factors on farmers’ willingness to participate were not significant.(3) According to the research results, this paper put forward the corresponding policy recommendations to achieve sustainable and healthy development of forest land stock cooperative system, including the establishment of the relevant laws and regulations of the joint stock cooperative system, according to the principle of "voluntary, in accordance with the law,paid" of the forest land stock cooperative system, encouraging industrial and commercial capital to the countryside, developing township enterprises, promoting the publicity of forest land stock cooperative system, and increasing village collective support.
