Chinese peasants are the majority of our total population and rural areas take up the mostpart of our land area, which determines that, Chinese “Three Agricultural Problems”(Agriculture, Peasantry and Rural Areas) are always the primary problems of Chinesemodernization and the priority among priorities in our party’s work. Since the mid1990s,“Three Agricultural Problems” have become more and more prominent compared with urbandevelopment.“Three Agricultural Problems” restrict not only the development of ruraleconomy but also the growth of national economy; relate not only the rural social progress butalso the realization of the goal of the comprehensive construction of well-off society; becomenot only the prominent problems of economy but also politics. That is to say,“ThreeAgricultural Problems” link the overall problems of our social harmony. Without harmony ofour agriculture, we wouldn’t have harmony of our whole society. Therefore, we must settlethe “Three Agricultural Problems” in order to construct the socialist harmonious society. It isso-called that all will be rich when peasants are rich, the world will be stable when rural areasare stable and the world will be strong when agriculture is strong.This paper adopts the combination methods of unifying history and logic method,investigation method and literature method, summarizing and anglicizing the present situationof Chinese “Three Agricultural Problems” and putting forward new ideas to settle theseproblems.Main problems of agriculture are:(1) The adjustment of agricultural industry structureis not reasonable. At present the degree of commercial production is low, the level of plantingand breeding plus comprehensive development is not high, and the proportion of highereconomic benefit crops such as vegetable and gardening is small.(2) Profit rate of each linkof agricultural industry is not balanced, that is planting develops slowly and the benefit ofplanting is low and the profit of logistics of agricultural product is high.Main problems of rural areas are:(1) Agricultural land is decreasing and thecontradiction of human and land becomes sharp.(2) The level of labor is declining.(3) Poor infrastructure, the development of social undertakings lags.(4) Financial difficulties, lowinput.(5) The problem of ecological environment becomes prominent.Main problems of peasants are:(1) Too many peasants;(2) Peasants are poor and theirlife is bitter;(3) Peasants are too scattered;(4) Peasants are too weak;(5) Peasants’ equalrights are not effectively protected;(6) Poor marketing consciousness;(7) Slow incomegrowth, urban-rural income gap is further wideningThere are6aspects to solve the “Three Agricultural Problems”: Setting solving “ThreeAgricultural Problems” as a strategic goal of the party and the government; Putting improvingagricultural productivity in the first place; Deepening the reform of the system, infusing newpower for rural construction; Vigorously developing agricultural science and technology,implementing technology innovation strategy; Speeding up the construction of agriculturalinformation, promoting the modernization of agriculture; Strengthening the ruralinfrastructure construction, improve the quality of public service.When “Three Agricultural Problems” are solved well, national food security isguaranteed, the society becomes safe and stable, our grant goal of constructing well offsociety can be realized and our “Chinese Dream” of the great rejuvenation of the Chinesenation can be realized ultimately.
