Research On The Development Countermeasures Of Agricultural Machinery Cooperatives In Hebei Province

Since the reform and opening policy, the rural policy of two-tier management systemthat integrates unified with separate management based on the household contractresponsibility system has provided rural citizens with a great deal of freedom of selfmanagement. The change of the rural citizens’ status in the production and businessoperation has not only stimulated their production enthusiasm, but also made it possible forthem to reselect and organize various cooperative production activities. The originaldecentralized management mode of small-scale agricultural production does not adapt tothe current social situations with the development of market economy. However, therenovation of the small-scale farming by individual owners can not be done in a way ofdepriving the rural citizens’ agricultural means of production. The only way is to realizethe agricultural collectivization gradually by means of mutual cooperation.From the year of2009to2012, Hengshui established334agricultural machinerycooperatives. The emergence of the agricultural machinery cooperatives sped up thetransfer of contractual right of land in rural areas and increased grain production and ruralincomes, which had the extremely vital significance in transferring agricultural surpluslabor, integrating agricultural resources and promoting the intensive operation of rural land.Looking at the four years’ development of agricultural machinery cooperatives in Hengshui,it shows such features as starting late but with a high starting point, the total amount beingsmall but with a strong momentum of growth. However, on the whole, it’s still at the earlystage. Some cooperatives can not meet the requirements of the development of ruraleconomy. Such problems as the rules and regulations haven’t established or improved, thelagging concept on the intensive operation of rural land, which has influenced largeagricultural machinery to play their roles, are threatening the further development ofagricultural machinery cooperatives to some extent. Therefore, to speed up thedevelopment of modern agriculture, increase rural citizens’ income, make the cooperativesplay their role fully, studies on the status quo in this area, finding out problems andsolutions have important practical significance for the city of Hengshui. Based on thepresent running situations in the city of Hengshui, firstly, the connotation of agriculturalmachinery cooperatives is redefined theoretically in this paper. Secondly, through teasing and summarizing general theories and their development and tracing the history of theinstitutional innovation in this area, theories and suggestions are put forward on analyzingand studying the agricultural machinery cooperative situations and their development inHengshui. Based on the analysis of related literature and learning from the existingachievements, this thesis researched the status of the type of agricultural cooperatives，management mechanism，agricultural resources of the city of Hengshui，and analyzed theissues and causes of that exist in the development of agricultural cooperatives, and offeredproposals on the future agricultural cooperatives operating mechanism, organizationalstructure and management measures.This study is to provide the relevant departments with theoretical guidance for thelong-term development of agricultural machinery cooperatives through methods of datacollection and typical analysis and to push them to serve the ‘three-rural’ issues moreeffectively and make greater contribution to the realization of agricultural modernization.
