| High quality capital farmland is the base of the national food security, plays animportant role in the steady development of national social economy.High quality capitalfarmland construction is a complexã€long-term and systematic project, conforming to thepresent stage completed set of efficient agriculture, recycling agriculture and intensiveagriculture as the new path of agricultural modernization, providing the means to supportto urban and rural development, the construction of a new socialist countryside andnational food security. Starting from the analysis of high quality capital farmlandconnotation, digging little deeper the high quality capital farmland construction systemoperation mechanism, through the analysis of high quality capital farmland constructionsuitability and the spatial layout coordination of high quality capital farmland, introducingthe"mutual exclusive matrix" model, building the high quality capital standard constructionevaluation model and its spatio-temporal distribution in county scale, taking Lulong countyas empirical research, which is located in the hilly area of Hebei Province East and themain food production base.The main research study results as follows:(1)On the basis of previous studies,analyzing the high quality capital farmlandconnotation and features. teasing out the characterization of elements of effecting highquality capital farmland construction;exploring the high quality capital farmlandconstruction with the point of system theory, emphasis on rationality and stability offarmland spatial layout, but also necessity to applying coordinated research ideas to thehigh quality capital farmland construction evaluation research, building a set ofconstruction suitability evaluation and the spatial layout coordination evaluation as thehigh quality capital farmland construction evaluation model, this paper provides a methodbasis for the high quality capital farmland construction spatio-temporal distributionresearch.(2)From the farmland quality differences, farmland infrastructure complete, farmlandconstruction reality, selecting11factors to build internal construction suitability evaluationsystem, introducing the grey correlation method to evaluate, the Lulong county highquality capital farmland construction suitability is divided into three grades: low suitability(S1)ã€medium suitability(S2)ã€high suitability (S3);(3)From the farmland use stability and ecosystem anti-interference, selecting6factorsto build external spatial layout coordination evaluation system, introducing the greycorrelation method to evaluate, the Lulong county high quality capital farmland spatiallayout coordination is eventually divided into three grades: low coordination(C1)ã€mediumcoordination(C2)ã€high coordination(C3).(4)With the combination of the high quality capital farmland construction suitabilityindex and spatial layout coordination index in Lulong county, forming the" S1C1ã€S2C1ã€S3C1ã€S1C2ã€S2C2ã€S3C2ã€S1C3ã€S2C3ã€S3C3"9kinds of building types partition, throughintroducing the"mutual exclusive matrix" model, putting forward based on the goalorientation of the priority for spatial layout coordination. Identifying the "S3C3, S2C3andS3C2" of Lulong county high quality capital farmland construction suitability index andspatial layout coordination index combination type as first priority to constructing parcelã€the "S2C2, S1C3and S3C1" as second priority to constructing parcelã€the "S1C2, S2C1and S1C1" as final priority to constructing parcel. Their construction scales are13483.16hm2ã€13131.85hm2ã€14093.92hm2; Using contiguous analysis method, screening morethan600hm2contiguous plots,finally getting17projects of high quality capital farmlandconstruction of Lulong county,6projects of first priority to constructing,4projects ofsecond priority to constructing,7projects of final priority to constructing. |
