With a large quantity of population and less land, China is a country facing thescarcity of cultivated land resource. Since the Reform and Open, the maintenance ofcultivated land has decreased rapidly with the high-speed development of socialeconomy and urbanization.At the same time, after a long-time exploitation, the storage of cultivated landresource is going to the end. It is quite difficult to continue the traditional model inwhich cultivated land can be supplied with exploiting the storage land on a largescale.Therefore the Party Central Committee and the State Council have made an orderwhich demands to construct well-facilitied capital farmland whose yield is stable nomatter under floods and draughts. And in the "National Land Consolidation Plan", thescale of well-facilitied capital farmland has been stipulated as a binging indicator.However, there is a scarcity of related theory and methodology so that existingresearch results cannot provide theoretical bases for well-facilitied capital farmlandplan.This paper firstly introduced domestic and foreign research dynamic and basictheories in land consolidation, as well as the research content and methods. Thentaked Yingxian County as the area for empirical study, researched the consolidationpotential in quantity, quality, landscape ecology and synthesis. On this basis, thisresearch arranged the spatial-temporal distribution of well-facilitied capital farmlandconstruction in Yingxian County. This research also divided the well-facilitied capitalfarmland construction mode area and formulated the engineering construction pattern.This research shows that:(1) It corresponds with the requirement of sustainable development to determinethe comprehensive potential on the basis of quantity, quality and landscape ecologicalpotential in land consolidation.(2)It provides a scientific basis to proceed the spatial-temporal distribution ofwell-facilitied capital farmland construction, engineering classification and the determination of construction patterns.(3) According to the descending order of the comprehensive potential of landconsolidation, the well-facilitied capital farmland construction in Yingxian Countycan be divided into3stages. On the earlier stage, the construction area spread in themiddle plain part and the north-east hill part; on the middle stage, the constructionarea spread in the middle part, the north-east and the north-west part.(4) The well-facilitied capital farmland construction in Yingxian County can bedivided into3types. Type one should aim at preventing and managing the run-off ofsoil and water with building terraces and managing gullies as the main methods. Typetwo should aim at managing Salinization with engineering, chemical and biologicalmeasures. Type three should focuses on building water conservancy projects andimproving irrigation establishments, with water-saving irrigation technology.The innovation of this paper is that we come up with the concepts of quantitypotential, quality potential, landscape ecological potential and comprehensivepotential in land consolidation and provide empirical study on each potential as wellas their classification method. In addition, we put forward the procedure and methodof well-facilitied capital farmland plan: the research of comprehensive potential inland consolidation—the spatial-temporal distribution of well-facilitied capitalfarmland construction—the classification of well-facilitied capital farmlandconstruction mode area—the engineering construction pattern of well-facilitied capitalfarmland construction.However, the study of quality and landscape ecological potential calculation inthis paper is not in-depth enough and needs the further research.
