Research On BT Management Model Of Large Cultural Facilities Construction Projects

In recent years, the BT project financing model has been widely used in China’s infrastructure and public utilities construction field. Using BT mode to alleviate the government difficult short-term financial fund shortage, the government overcome financial pressure, continue to strengthen infrastructure construction. Construction units and financing ability, more adequate funding, BT model can effectively utilize the social idle capital and business capital, improve the use efficiency of the fund.BT mode in a specific period greatly promoted China’s infrastructure and public facilities level. However, BT model does not have mature operational model, which can be used for reference in our country. BT mode is a new thing in the aspects of large-scale cultural venue construction project.Construction of BT financing mode in the initial stage of practice in financing, construction, repurchase and other sectors, has important theoretical and practical significance to study.Based on the theory of project management as a guide, the related theoretical analysis on BT model, through the combination of theoretical and empirical research phase, based on the Grand Theater engineering practice as a case. Analysis of the Grand Theatre project scope BT construction and BT financing, and analysis of the organization management theatre under BT mode. The theatre organization structure, participation main body position and all legal relationship, operation flow. Then analyzes the bidding and contract management theatre BT model in practice, and analyzed the theatre BT mode of investment control, progress control, quality control, safety management, design and technical management. Finally, concluding the work experience, providing a reference for future similar BT project management.
