Study Of The PPP Mode Application In ABC Project In Nanjing

Fiscal imbalances has been a problem since 1994 in China so it has been difficult to develop the construction of public utility.Chinese urban population firstly surpassed rural population in 2011 and the demand for public utilities in China has been increasing day by day.The government try to use Public-Private-Partnership Mode to attract the private capital to support the construction of public utility.Now PPP Mode is in the stage of fast development and it plays an important role in the construction of public utility.But there are many problems in PPP projects such as lack of the law at the top,the irregularities of application,the shortage of risk management and so on.The top priority is to solve the practical problems to promote the utility projects.This thesis sets out from relevant theories and show the practical application progress combining with the main participants,application flow and the features and strengths of PPP Mode using the combination of theories and practices as well as the integration of qualitative analysis and quantitative analysis.Based on the risk management experience,the paper introduce the way of risk evaluation and show the advice of the application in PPP Mode of the public utility.The risk management of the project has a great impact on the application of PPP Mode and risk evaluation is the main part of this paper.At this part,the author use the the Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation to evaluate the risk of ABC Project with the data of questionnaire answer from the experts.In this process is the first step is to build up the evaluation system from the different aspects of economics,construction and repurchase.Then compare the two indexes to chose one more important and you will get a matrix of risk judgment and the weights of different index after the consistency check.In this process,you are just using the Analytic Hierarchy Process.Finally,use Fuzzy Comprehensive Evaluation to quantify the comments of the importance of indexes.And the comment comes out that the risk band is normal and it is safe to promote the project.The theories used in this paper is very practical and flexible because you can choose you indexes in accordance with your projects.Risk evaluation is helpful to find the risk and risk plan for the participates of PPP Mode.Because of its strongly practical meaning it is worth to promote this risk management theory.After analyzing the weakness of ABC Project this paper provide some solution for the government,banks and the company considering the developing situation of PPP Mode in China.It has a guided role in the future development of PPP Mode.
