The Path Choice Of Transformation Of Economic Development Pattern For Xinjiang Production And Construction Corps

Xinjiang Production and Construction Corp’s (XPCC) GDP has risen quickly, depending on theextensive development mode, Since China’s reform and opening up policy taken in1978. However, theextensive development mode is unsustainable, XPCC should shift the pattern of economic development assoon as possible. In order to know the orientation, the way and means of the shift, we should makeresearch on the paths chosen of the pattern of economic development. We built up the evaluation indexsystem containing the economic, social, natural sub-systems to measure the development degree of thethree systems, the coordination degree and the overall transformation degree of the pattern of economicdevelopment of XPCC from2000to2012. Based on fuzzy comprehensive evaluation method we studieddeeply and some conclusions were reached as follows.Firstly, the development degree of economy system has risen during the year2000to2012, so doesthe society system and the nature system. Among this three, the natural system is the fastest and the socialsystem is the slowest. During this period, economic-social-natural systems coordination degree has beenhovering in0.5, which belongs to the low level. The overall transformation degree of the pattern ofeconomic development of XPCC was rising slowly during the year2000to2007and turns to quickly from2007to2012.Secondly, From2000to2012, the economic development mode change status of XPCC can bedivided into two stages. We have found that the level is the preparation for the preliminary transformationstage during the year of2000to2006, and the preliminary transformation stage after the year of2007.Thirdly, according to the result of evaluation, we have found that there are some problems in theprocess of transformation of economic development pattern change in XPCC, such as unreasonableeconomic structure, low economic efficiency, less power of innovation to promote economic growth.Fourthly, we also found that the barriers to the change of economic development pattern are therestrictions of traditional development concept, general rule of economic development transformation, andthe current economic system.Lastly, according to the experience of the change of economic development in the developed regionsat home and abroad, including institution innovation is guarantee, science and technological innovation aresupported, structure upgrading and optimization is the key, circular economy is the only way to change theway of economic pattern.So adjusting economic structure, relying on science and technological innovation,developing circular economy are three reasonable ways to change the pattern of economic development inXPCC. Some measures should be needed such as emancipating the mind, changing ideas, making reformdeeply. Increasing the investment on innovation and human resources development is also needed toguarantee the ways.
