Research On Social Management In The Process Of Urbanization

Urbanization is the theme of China’s modernization in the21st century, which is considered to be a "trump card" to stimulate China’s economic development and (to) narrow the gap between urban and rural areas of China. Urbanization is the only accessible way to make China become a modernized country, and it is also an important way to solve the issues of agriculture, farmer and rural areas at the present stage, as well as a powerful engine to promote sustainable economic and development. However, the development of the urbanization has broken down the original pattern of the city and the rural social structure. The social management, social organization and social interest structure between city and rural/countryside have undergone profound changes, which are the major causes of many social problems in current. These changes that influence social harmony and stability are the most urgent and prominent fields we need to solve.Since the reform and opening-up policy, China’s urbanization has-already entered into the stage of development of the "highway". The development of urbanization has contributed to economic and social progress, however, on the whole, the level of development of urbanization is still relatively low. It is not only greatly behind the level of75%of the urbanization development of the developed countries, but also lagging behind the world average of50%level. The examples like insufficient quantity of towns and low quality of towns are obvious. Others like spatial distribution difference, the problems caused by urban and rural segmentation, urbanization level lagging behind the change of rural economic structure and the level of rural industrialization, the shortage of urban economic power. In the background of urbanization and new rural construction, the management of rural society is facing new tasks like how to deal with the problems about the identification of farmers and rural property and debts, how to build a new rural community management framework. Obviously, it has been difficult for the original rural social management mode to adapt to the new situation. On one hand, the rural social relationship during the transforming period has been tending to be complex and diverse, so it is difficult to resolve the new problems and contradictions by traditional way. On the other hand, traditional contradiction management mechanism and organizational effectiveness has weakened as well as the collective strength. Therefore, it has to establish and improve the rural social management mode in accordance with the urbanization and new rural construction. It has to fully mobilize the society and people to participate in social and rural management so as to make farmers know that they play the principal role in promoting urbanization and building a new countryside.In order to coordinate different interest groups conflict and resolve social contradictions, exploring and strengthening the innovation of social management in the process of urbanization is very important to keep the steady development of urbanization. Based on the domestic and foreign studies related to the social management, this thesis is dedicated to conclude and explore the theoretical framework of strengthening and innovating social management in the process of urbanization and focused on how to strengthen the social management and innovation in the process of urbanization according to the main problems existing in the process of urbanization at the present stage of our country. The study regard Shengmi town in Nanchang City as a typical example, summarizing the challenges which the innovating social management has faced in the process of urbanization. Through the joint efforts of the people and the government of Shengmi town, important revelations of the innovation of social management and the basic experience have been found. Especially in the successful ways of solving the difficult problems of peasant revenue, improving the sustainable development pattern, helping the farmers, perfecting the management mechanism. It brings out the effective recommendations on how to strengthen and innovate social management in pushing forward the construction of urbanization.
