Study On Measurement Of Ecological Benefit Compensation Standard And Its Application

The Earth is a huge ecosystem services for our survival and development with irreplaceable ecological and environmental. It conserves water and soil, sequestrates carbon and releases oxygen, purificates atmosphere, accumulates nutrient, conserves species, and creates landscape. However, beneficiaries from ecological environment always get the services freely and suppliers always difficult to get the compensation due to character of the services as public goods and the external economy. This phenomenon leads to insufficient supply or excessive development of ecological services, and causes environmental pollution and ecological damage. Therefore, through the establishment of ecological compensation mechanisms to regulate the relevant environmental and economic interests of the main distribution relationship among the players becomes a pressing problem to promote sustainable ecological benefit, and the key issue is the determination of ecological benefit compensation standard.This paper studies ecological benefit compensation, defines ecological benefits, areas and components of ecological compensation, summarizes the valuation of ecological benefits of the general approach, theories and methods, evaluates their advantages and compares the operation. Furthermore, the paper raises the standard of measuring ecological benefit compensation, and applies it with exploratory design in the following 5 areas:water and soil compensation, carbon sequestration and oxygen release, atmosphere cleaning and nutrients accumulation. Specifically, shadow price theory is used to determine the effectiveness of the compensation standard of water conservation; value of forest industry and contribution of fertilizer are used to measure the conservation of soil compensation benefits; market price of carbon sink trading mechanism is used to determine the effectiveness of carbon sequestration and oxygen release of compensation standards; adjustment factor of social development is used to determine the value of ecological benefits of clean air environment and accumulation of nutrients compensation benefits. Finally, a case study of Zhangjiakou City Farm is proposed to test the measurement method with further discussion.
