The sustainable development is one of the global and national developmentstrategies, at present, mineral resources as the basis of human survival, economic andsocial development is also the basis for achieving sustainable development. Mineralresources are important natural resources; they play a fundamental role in sustainabledevelopment: It provides the material basis for human survival and the driving force forthe stable development of economy.Mineral resources are not only the material basis for the national economy andsocial development, but also the fundamental conditions for achieving sustainabledevelopment. The development and utilization of mineral resources is closely contactto social development and promote mutually, and make a direct impact onsocio-economic sustainability. Mineral resources cannot be utilized sustainability in along-term because of their non-renewability, scarcity and limitation. In a long term, oursocio-economic development has been in a traditional model,the cost of the economicgrowth is at the expense of higher resource.China is going through a period when therapid development of industrialization is support by the massive consumption of itsmineral resources, which means a stage of accelerated consumption of energy resourcesand mineral resources is coming, the imbalance between supply and demand is sharper,and therefore resource constrains will become a long-term bottleneck to our country’seconomic development as the rapid population growth, industrialized country’s rapiddevelopment.At present, domestic and international experts have made some studies on thesustainable development of resources and the quantitative evaluation methods fromdifferent perspectives. Current studies of evaluation theory and method of sustainabledevelopment mainly focus on the evaluation of level and ability of national or regionalsustainable development. However, research on sustainable development of resourcesand especially mineral resources is still in its infancy. There is not a unified,standardized evaluation indicators system for sustainable development of mineralresources around the global, and the researches are fragmented and incomplete, andmost of the research objects are the water, land and other renewable resources, quantitative evaluation of non-renewable resources is still relatively scarce.Based on the reading of the relative theory of the sustainable development onmineral resources and the in-depth analysis of research results about sustainabilityassessment of mineral resources on global scale. This paper builds a evaluation indexessystem and model of sustainable assessment of mineral resources, using AHP, entropymethod and comprehensive fuzzy to make a acute analysis of sustainable situationabout mineral resources, the paper makes an actual research based on Panzhihua. Theresearch will discuss the problems as follow:Firstly, from the perspective of system science, the author make an effort todivided the sustainable development of mineral resources system into five sub-systems,namely resource sustainability subsystem, environment sustainability subsystem, theeconomic sustainability subsystem, social sustainability subsystem, and intelligentsubsystem and give a theoretical interpretation of the connotation of the subsystems.Based on the principles and methods of indicates extraction, as well as drawing lessonfrom mineral resources evaluation index system of sustainable development in thedomestic and foreign,32representative evaluation indexes are proposed and introducethe meaning of these indicators in detail.Secondly, the paper established a multi-level Fuzzy Comprehensive AppraisingModel to evaluate the sustainability of mineral resources on the basis of characteristicsof mineral resources and evaluation criteria for sustainable development, and buildevaluation index system, select the appropriate indicators of standard values fordifferent indicators and make comprehensive analyses on situation of the sustainabledevelopment of mineral resources through the using of evaluation model.Thirdly, based on the advantages and disadvantages of objective and subjectivedetermining weight, firstly using AHP determine the subjective weight of indicators,then correct the subject weight through entropy method, so that the weight ofindications accord with the requirements of the reality.Fourthly, the sustainable situation of mineral resources from2004to2013inPanzhihua can be analyzed. The state of sustainable development of mineral resourcesin Panzhihua is showing a steady tendency, and the coordination of the subsystems is ina good condition, but the entire system is still in a transition to sustainable development,so it need further improvement.Finally, put forward some suggestions and strategies for the sustainabledevelopment of mineral resources in the city from different aspects of the economic,social, environmental, resource, guiding significance for the future development ofmineral resources.
